How you will contribute as part of the TRCA team:

The Government and Community Relations Liaison engages stakeholders, including municipalities, agencies, and community groups to support the planning and execution of TRCA programs and services within the City of Toronto and Durham Region.

The Liaison will build relationships with municipalities, partners organizations, and stakeholders to advance initiatives, build positive relationships, and raise the profile of TRCA.


Major Responsibilities:


  • Liaises with government partners and community groups to advance projects, programs, business development opportunities and raise the profile of TRCA
  • Supports the Senior Manager and appropriate divisions/business units in the development of service level agreements, memorandums of understanding, other agreements necessary to advance programs and services.
  • Summarizes complex information/issues into briefing packages for senior manager and Senior Management including development of key messages, issues management road maps, decision points and priority actions in consultation with staff in other business units
- to support time sensitive and critical decisions

  • Provides engagement and communications expertise to other TRCA staff as needed on specific watershed and municipal issues.
  • Supports the Senior Manager on implementation of multidisciplinary working groups and initiatives to support and advance TRCA priorities internally across the organization and with a broad range of external partners and stakeholders
  • Monitors and interprets municipal, provincial, and federal policy/initiatives and their potential impacts on TRCA programs and services and recommends TRCA response/action
  • Supports municipal partners in the development of council reports required to advance to partnership projects and fee for service work and in connecting with appropriate staff at TRCA
  • Supports administration of relevant accounts and budgets, including working with the Senior Manager and other teams and divisions to establish budgets, track expenditures, and manage account
  • Incumbents may also be assigned other duties

What will you need to succeed:

  • Post-secondary diploma or degree in Planning, Public Administration, Public Affairs/Relations, Communication, Political Science, Business Administration, Environmental Studies or Science, Geography, Landscape Architecture, Engineering, or a related field
  • Valid Ontario Class G2 driver's license
  • 4+ years of experience in government or public affairs, with a proven track record of stakeholder management success
  • Working knowledge and understanding municipal process and political landscape
  • Demonstrated experience establishing and maintaining relationships with individuals at all levels of the organization, with government partners and key stakeholders
  • Ability to develop clear, concise, and compelling communication packages tailored to varying audiences
  • Ability to communicate technical information to a nontechnical audience
  • Demonstrates responsiveness to internal and external customer requests and needs
  • Influential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts
  • Demonstrated expert at interacting diplomatically with others in public forums
  • Able to selfmanage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines
  • Ability to identify and tactfully engage Senior Management and TRCA in other divisions of TRCA on when multidisciplinary teams of staff may be required to address stakeholder and municipal requests and or produce deliverables with team members who are not direct reports
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint
