Purpose of the Job:

Responsible to lead and deliver large program initiatives/projects on behalf of Citizen Services in Canada.

This role is distinct from the role of the Operational Projects Manager which focuses on DES-related client-driven initiatives (typically variations) and operational improvement projects.

Some examples of large program initiatives which would fall within the duties of the OCS Special Projects Lead include:
Implementation/Transition of new/updated contracts e.g.

DES extension, SGT, Employment Services; Recompete planning, strategizing, coordination etc.; Large program changes that impact multiple stakeholders that may include the client—e.g., Program Vision replacement, establishment of new services for Employment Services etc.


Primary Duties and Responsibilities:


  • Responsible for overall delivery of identified "special projects" through collaboration with senior OCS and Canada BU management.
  • Work with Ontario Citizen Services Program Managers and Canada BU Lead to identify key program initiatives, and to formulate strategies and business goals for delivery of those projects.
  • Work with Program staff, clients, and/or other stakeholders to assess key requirements and operational needs to ensure effective delivery of solutions as well as adherence to proper change management protocols (while ensuring that Serco strategies and business goals are achieved).
  • Author Business Requirements (BRD) and Project Charters, receiving input and signoff from impacted stakeholders.
  • Establish formal governance structure/s for Special Projects (Governance may occur at two levels i.e specific to Serco, and multistakeholder including the client).
  • Provide formal status updates to Executive Management as part of the governance process.
  • Coordinate/Manage joint solutioning sessions while serving as a key participant in those discussions.
  • Assess, establish, and achieve project delivery timelines, goals and success criteria.
  • Identify and escalate project risks or deliverables that are falling behind schedule or that are failing to meet quality standards.
  • Participate in required audits, provide required information and resolve nonconformances.
  • Implement proper Change Management protocols to ensure timely and ongoing delivery of related communications, as well as other business practices designed to encourage employee acceptance of change.
  • Contributes to team effort by accomplishing related results as needed.
  • Maintain strong working relationships with key external stakeholders.

Qualifications:

Qualifications:


  • University Bachelor's Degree or equivalent work experience.
  • Previous experience in delivery of complex operational change initiatives.
  • Previous experience in leading crossfunctional and crossorganizational initiatives.
  • Demonstrated experience in managing complex stakeholder relations.
  • Excellent computer skills in MS Office suite.
  • MS Project experience a benefit.
  • Experience conducting gap analyses, including the ability to evaluate risk and related mitigation strategies.
  • Able to effectively delegate authority as required.
  • Critical thinking to identify problems, evaluate alternatives, and recommend effective solutions.

  • Ability to successfully analyze critical business requirements, identify process deficiencies and potential opportunities, and develop innovative and costeffective solutions.
  • Solid business and project management knowledge.

  • Ability to work flexible and extended hours as required.
