POSITION PURPOSE


Reporting to the Manager, Strategic Policy & Regulatory Compliance is responsible for leading and developing coherent and coordinated policy and legislative review that support Departmental and Corporate goals to support water, wastewater, waste management, forestry, transportation, transit and energy service delivery; oversees policy development initiatives; liaising with provincial ministries, local municipalities, industry associations, scientific and/or engineering experts and academia to promote the Department's policy goals and objectives and obtains feedback to improve partnership relations.


MAJOR RESPONSIBILITIES

  • Reviews and assesses strategic policy supports and advice to the Department on the future, scope, trends, and implications of policy direction to support water, wastewater, waste management, forestry, transportation, transit, and energy service delivery.
  • Leads the development and coordination of policies, policy updates and policy options, priorities, and multiyear strategic plan updates for the Department in consultation with senior management and key support staff across the department and corporation.
  • Manages and coordinates research and analysis to assess impacts of policy initiatives and on the development and implementation of strategies, plans, guidelines, and procedures to assist in optimization of departmental service delivery.
  • Leads the interpretation of proposed federal and provincial legislation and regulations; monitors and assesses impact on Regional policies and practices, including planning initiatives and works with staff to formulate responses on behalf of the Department and/or the Region.
  • Acts as a liaison with MECP and other provincial ministries on important policy and research issues and brings forward relevant information to Department Senior Management for discussion prior to implementation.
  • Assists the Manager in developing annual business/work plans and in developing multiyear plans and staffing proposals.
  • Works with a variety of stakeholders to leverage available funding mechanisms and partnerships with academia, private sector, industry and, funding agencies to advance policy in response to the Region's challenges in water, wastewater, waste management, forestry, roads, transit, transportation, and energy service delivery.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning, and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies, and practices.
  • Support and advance Public Works' cultural transformation as a leading digital utility through a peoplecentric focus, process improvements, and datadriven insights.
  • Continue to develop individual and team's digital skills, building internal capacity to reinforce and advance department's digital priorities.

QUALIFICATIONS

  • Successful completion of a University Degree in Environmental Studies, Environmental Science, Engineering, Planning, Public Administration, Computer Science, Political Science, or related or approved equivalent combination of education and experience.
  • Minimum three (3) years' experience in leading municipal or provincial public policy development section with responsibilities in leading complex policy and/or research project initiatives and program/policy development and demonstrated minimum of one (1) year of direct supervisory experience.
  • Demonstrated experience and skills in project management and development of Key Performance Indicators.
  • Experience and understanding of policy and research development in terms of practices, information, data, business processes, information systems and organization within a public works environment.
  • Knowledge and understanding of planning, business objective setting, levels of service targets, project management, performance monitoring, etc. in a municipal and/or provincial context.
  • Experience and understanding of program and research development in terms of practices, information, data, business processes, information systems and organization.
  • Knowledge and ability to translate complex analytical outcomes into readily understood business intelligence and recommendations.
  • Demonstrated experience with facilitation and consensus gathering.
  • Knowledge of provincial legislative, regulatory and corporate policy framework, and ability to interpret and translate into policy and program options for the Department.
  • Ability to travel to offsite locations in a timely and efficient manner, as required.
  • Ability to work outside regular business hours, as required.
