Position Summary
The City of Reginas Bylaw Enforcement Branch has an exciting opportunity for an experienced and dynamic leader The Coordinator Bylaw Enforcement supports the operations of the Branch by leading policy research and development safety and training development and monitoring public engagement and communication and business systems support The work requires this position to exercise judgement initiative and creativity

The Coordinator Bylaw Enforcement will be someone who can lead professional interdisciplinary policy development and research and develop coordinate and manage the City of Regina policies related to bylaw enforcement They will also be responsible for leading developing and facilitating the overall implementation and management of the Branch operations and safety training programs and includes the development of branch specific procedures workplans and monitoring methods They are a member of the Bylaw Enforcement Branch Leadership Team and report to the Manager Bylaw Enforcement.

Duties & Responsibilities

Coordinate and conduct research projects including gathering and analyzing data, conducting jurisdictional scans, outlining alternative solutions, recommending the best solution, and preparing written reports and verbal presentation.

Collect and analyze complex data and information to lead the development of enforcement strategies, policies and plans based on industry best practices, innovation, and efficiency.

Participate on the Bylaw Expert Panel including data extraction, analysis, explanation, and entry to support Municipal Benchmarking Network of Canada (MBNC) as well as status reports.

Lead, develop and implement customer interaction and communications policies, procedures and tools that govern enforcement operations.
Develop and maintain a resource and information system using best practices and established document control methodologies.

Assist supervisors and senior bylaw enforcement staff in conducting employee operations and safety training by providing scheduling, training materials and the delivery of training programs.

Manage recruitment, scheduling, coaching, development, and performance management of direct reports.
Lead the preparation of the operating and capital budgets, including the preparation of budget business cases. Knowledge, Skills & Abilities
Knowledge of policy and applied research and analysis applicable legislation policies and practices
Knowledge of municipal enforcement operations programs and service delivery
Knowledge of strategic short and longterm goals related to municipal enforcement
Knowledge of policy development processes
Knowledge of project management and change management methodologies
Knowledge and ability to interpret bylaws and statutes
Demonstrated skill in research analysis action planning and time management
Basic knowledge of principles practices and procedures of operational training
Ability to analyze data situations and problems document findings draw conclusions and recommend required changes or improvements
Ability to express ideas effectively oral and written in a communication style adaptable to various situations
Skills in navigating politically sensitive issues with various level of government as well as with other stakeholders
Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act and City of Regina Occupational Health and Safety Manual
Education & Experience

The knowledge, skills and abilities required for this position are obtained through the completion of a Business Administration degree or a related discipline, coupled with three (3) to five (5) years experience in a comparable role, including two (2) years in a supervisory capacity.

Experience in developing, facilitating and delivering training to adult learners would be an asset. Experience in an enforcement environment would be an asset. Working/Other Conditions
Must have the means and ability to travel within the City of Regina.
