The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province.
The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.
The LDB is committed to government's goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations.
LDB's Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance.
Currently 4 divisions managed by IT Directors collectively are responsible for all of the 7 competency areas to deliver the IT mandate of supporting LDB's corporate and business operations and enabling future needs and initiatives.
At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB's strategic initiatives timely and in high quality.
IT department of the LDB is responsible for the entire computing infrastructure for all of the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB's head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria.
About this role:
Reporting to the CIO, the Chief Digital Officer (CDO) is responsible for the LDB-wide adoption of the digital technologies and digital data according to the LDB's Digital Transformation strategy and the accompanying Cloud adoption plan.
The CDO drives the digital adoption through effective IT program management and business relationship management, building an ecosystem within the LDB to transform a more manual-oriented business practices into digital practices, streamlining the legacy business processes.
To enable this conversion, the CDO works closely with the Chief Technology Officer (CTO) and the Chief Information Security Officer (CISO), using digital data and modern technologies such as Cloud, the Internet of Things (IoT), mobile apps, social media, Artificial Intelligence (AI)/Machine Learning (ML), etc.
in privacy protected and security ensured manners.
The CDO ensures the adoption by communicating LDB IT's vision and direction, and providing leadership for strategic program and portfolio governance, and brings expertise in program planning, execution and delivery as well as financial management, reporting, and stakeholder relationship management.
The CDO assists the CIO to integrate the strategic IT roadmap into executable programs, chairs the enterprise-wide project prioritization committee (consisting of Directors representing each area of the LDB business and corporate operations) on behalf of the CIO, and oversees the execution of IT programs (portfolios of projects) to drive benefits realization, ensuring alignment with IT's mission, vision, and value statement.
This critical high impact role is a catalyst to bringing LDB's strategic Cloud adoption plan to life through effective IT program governance and outstanding business relationship management.
The PM team manages the delivery of IT projects, while the BRM team manages the relationship between IT and the BCLDB's organizational lines of business.
BRMs are the go-to people for lines of business and they work closely with project teams and operations teams within IT to keep each line of business abreast of statuses/progress of IT projects and tickets (incidents, service requests, etc.) as they relate to each business area.
The CDO is responsible for all aspects of people, employment budget, project/program budget, standards and process, project/program vendor/partner performance, and business relationship management to ensure the team objectives are met.
