Qualifications:

Essential:

  • Postsecondary education in Social Sciences, Business Administration, Project Management or a related field; a suitable combination of education and work experience may be considered.
  • Experience interpreting and explaining complex policies and regulations such as the Student Aid Act.
  • Excellent interpersonal skills with the ability to work collaboratively with colleagues and in partnership with a variety of stakeholders.
  • Ability to work independently, prioritize, and manage numerous projects and files simultaneously.
  • Experience writing a variety of clear and concise documents for different audiences, such as presentations, procedural manuals, standard of work documents and authority seeking documents.
  • Strong political acumen and the ability to manage confidential and politically sensitive material and situations in an appropriate manner.
  • Excellent verbal communication skills including the ability to communicate difficult or contentious decisions and information to stakeholders.
  • Experience working with Microsoft Office including Word, Excel, and PowerPoint.
  • Strong leadership skills with the ability to coach and train others in a respectful manner.

Desired:

  • Knowledge of postsecondary education and training in Manitoba, including Private Vocational Institutions, International Education or Manitoba Student Aid.

Duties:


The Program Advisor plays a leadership role in enhancing program operations by analyzing existing business processes and training materials, participating on cross-functional teams as well as identifying and recommending resolutions to procedural or policy problems.

The incumbent is also a leader in developing public communication materials and correspondence or briefing materials for the Minister or senior management.


The Program Advisor represents the branch in the wider community in order to increase program awareness, particularly among under-represented groups including Indigenous people, low-income families and recent immigrants.

The incumbent is also responsible for fostering positive relations with a variety of stakeholders including related service providers, other departments, high schools, and more than 60 post-secondary institutions in Manitoba.
