Main Function:

This position is responsible for the management and operation of Corporate Security in support of quality service outcomes and the Business Plan for the Division.


Characteristic Duties:
Under the general supervision of the Director of Corporate Security and By-Law Services.


  • Responsible for assisting the Director of Corporate Security and By-Law services in the preparation and execution of the Business Plan covering Corporate Security in relation to the budgeting process. The plan will detail service goals, expected service/performance outputs, resource inputs required to achieve these outputs, and the performance measures used to assess the Division's performance against the goals in these areas.
  • Manage the financial, human, and physical resources of the Corporate Security section in alignment with CGS's vision and values and in accordance with the annual Business Plan. Provide overall direction and coordination of all employees under his/her jurisdiction, including hiring, training, assignment of work, managing performance, promotion and discipline, and recommendations for discharge in accordance with policy and practice.
  • Coordinate, direct, and supervise the activities of various contractors ensuring work is performed in accordance with policies, by-laws, and applicable legislation, including the safe use of equipment, with minimum impact and/or inconvenience to the public and ensuring compliance as it relates to contract specifications and budgets.
  • Responsible for preparation and oversight of tenders/quotations and reports for Council as required.
  • Assist with related capital projects, including the review and the direction of the design and specifications as required.
  • Support Director with all related media requests and public enquiries/complaints and investigations and attend to high level security maters as required. Attend public consultation meetings, prepare reports, and attend meetings (Council, committees, SWAP, etc.) as required and participate in provincial associations, work groups, and task forces as needed.
  • Maintain a working relationship and liaise with regulatory agencies, the public, and various CGS staff regarding security at all City facilities.
  • Assist with the preparation of the operating budget. Monitor and report variances within the approved operating budgets to the Director of Corporate Security and By-Law Services.
  • Within the areas of corporate security, coordinate and facilitate multiple projects related to process efficiencies, service delivery, workload management, organizational performance management, tactical and strategic planning practices.
  • Monitor and report on officer case assignment in the City's citizen request database to ensure an efficient service provision using case load trends and service outcome to provide advice to the Director of Corporate Security and By-Law Services on the alignment of resources to best meet the needs of the community and organization.
  • Responsible for the purchase, distribution and maintenance of equipment and resources for the provision of corporate security services.
  • As directed by the Director, prepare and maintain statistical data, undertake policy and program reviews to ensure currency, comprehensiveness and adhesion to all applicable legislation and develop new policies or procedures as required.
  • Act as the departmental liaison for all MFIPPA matters related to security.
  • Promote organizational corporate security best practices and initiatives to the city of Greater Sudbury by coordinating and leading an effective corporate security program, stakeholder relations, and partnerships with community groups.
  • Act as management's representative in the grievance procedure in accordance with the respective collective bargaining agreement as required.
  • Where required, provide testimony and/or witness statement within the Ontario Court of Justice regarding; offences under applicable provincial acts and municipal by-laws relating to the provision of corporate security services.
  • Develop and maintain a thorough working knowledge of City of Greater Sudbury's (CGS's) Safety Manual and the applicable provincial legislation listed therein.
  • Perform other related duties as required.

Qualifications:


Education and Training:


  • University degree in a related discipline (e.g., Law and Justice, Public or Business Administration) from a recognized university with Canadian accreditation.
  • Licensed with the Private Security and Investigative Services Act (PSISA),
