Striving towards making Toronto one of the most sustainable cities in the world, Environment and Climate Division (E&C) facilitates the development of corporate and community-wide environmental and climate policies and programs.


The E&C manages initiatives and programs that reduce the environmental footprint of the entire Toronto community including our own corporate operations guided by the TransformTO Net Zero Strategy (TTO NZS).


Major Responsibilities:


Reporting to the Manager, Public Energy Initiatives, Existing Buildings, the Program Manager will focus on advancing key actions identified in the Net Zero Existing Buildings Strategy (ExB Strategy) in support of the Toronto's net zero by 2040 goal.


The Program manager will be responsible for managing a variety of programs and projects to support the implementation of environment and climate initiatives and strategies related to decarbonization of existing buildings with a focus on the development of Emission Performance Standards policy and by-law.


In addition, the Program Manager will:

  • Lead the research and development of strategic initiatives, policies and regulations related to adaptation and resilience activities of the City and other City Council directives including initiatives related to climate justice, climate lens, carbon budgets, internal price on carbon, climate risk and disclosure, and intergovernmental environmental policy priorities
  • Coordinate the implementation of assigned projects with other initiatives and provide senior management with timely, comprehensive reports identifying project objectives, results and changes and makes recommendations on corrective actions.
  • Develop business cases, requests for proprosals, prject charters, work plans and other standard documents to support assigned programs and projects
  • Maintain and analyze information and data required to report on policy and programmatic activities specific to building decarbonization
  • Ensure project expenditures are controlled and maintained within approved budget limitations, adhering to and following all City financial procedures and controls.
  • Provide input and advice to work planning and priority setting
  • Prepare comprehensive reports and papers for presentations to senior management, standing committees, and Council
  • Ensure effective teamwork, communication, high standards of work quality and organizational performance and continuous learning of team members,
  • Conduct research taking into consideration developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Conduct outreach and comprehensive stakeholder engagement activities that target specific communities and industries
  • Build and maintain strong and cooperative working relationships with City Divisions, Agencies, Corporations and external stakeholders, such as nongovernmental organizations, business groups, and other levels of government, granting organizations, academic institutions and communitybased groups.
  • Act as a spokesperson on media issues

Key Qualifications:


  • Postsecondary education in a relevant discipline such as Environmental Studies, Engineering, Public Administration/Policy or the equivalent combination of education and/or experience.
  • Considerable experience in the development and implementation of environment and climate public policy and programs.
  • Considerable experience conducting analysis and studies, preparing staff reports, briefing notes, business cases, and/or strategy papers.
  • Considerable experience leading multiple stakeholder projects and programs with the ability to manage competing priorities in a deadline driven environment.
  • Considerable experience designing and delivering public and stakeholder consultation processes to inform policy and program development, including meeting facilitation, survey design and deployment and online engagement.
  • Ability to clearly articulate public policy goals and objectives to all levels of government and the public.
  • Excellent oral and written communication skills with the ability to communicate with all levels of management, internal/external clients, divisional and corporate staff including the ability to write concise reports, executive summaries and prepare and deliver presentations with attention to detail.
