The Ministry of the Finance is seeking a dynamic, motivated, and experienced leader to join their talented team under the Intelligence Assessment Unit and be at the forefront of intelligence-led investigations and manage several key partnerships within the Ontario Public Service and law enforcement.

What can I expect to do in this role?: As the Manager, Intelligence Assessment Unit, you will:

  • Review, monitor, assess and determine changes in the collection, processing, analysis, dissemination and exchange of intelligence, to determine enforcement trends, and to ensure the creation of and intelligence database and enforcement tracking system;
  • Oversee tactical crime analysis, identify current crime series, hotspots, and program gaps concerning branch programs in order to provide information to senior management for decisions on mitigating risks or threats;
  • Liaise, plan, manage and coordinate intelligence initiatives with other enforcement bodies;
  • Brief and advise senior management on operational/program matters, including recommending changes to policies, procedures or legislation due to emerging trends and/or identification of policy/intelligence gaps as a result of investigations
  • Represent the branch and makes presentations to ministry staff and to enforcement jurisdictions;
  • Motivate, coach, mentor and manage a team of professional staff, while supporting and promoting a productive, diverse and inclusive work environment.

Technical Knowledge:


  • You have knowledge in information collection, intelligence development, investigative techniques, judicial process, rules of evidence and court procedures and related legislation.
  • You have the ability to interpret relevant legislation (e.g. Land Transfer Tax Act, Gas Tax Act, Employer Health Tax Act, Fuel Tax Act, Tobacco Tax Act)

Strategic Thinking and Analytical Skills:


  • You are a strategic leader that can translate the "big picture" into key specific, measurable, accountable, realistic deliverables, while providing direction, guidance and coaching to staff and/or teams.
  • You have excellent analytical and critical thinking skills to develop and analyze options and provide critical identification and analysis of issues and stakeholder concerns

Relationship Management & Communication Skills:


  • You have excellent relationship management skills and have developed, managed and maintained partnerships with key stakeholders in an investigative environment
  • You have strong communication skills to prepare intelligence analysis reports, executive briefings, project briefings, and presentations
  • You have the ability to anticipate and manage contentious and emerging issues and identify mitigating strategies.
  • You have strong conflict resolution skills with demonstrated decisionmaking and creative problemsolving skills to identify, address and resolve issues.
  • You have experience building and maintaining professional networks and strong relationships with internal and external stakeholders.
