The Alberta Recycling Management Authority (ARMA) acts on behalf of the province to oversee end-of-life processing of tires, electronics, paint and used oil materials.

Our industry is rooted in the principle of circular economy where resources and products are kept in use for as long as possible, and regenerated into new products and materials at the end of their earlier life cycle.

We have recently been named by the province to oversee Extended Producer Responsibility (EPR) by way of regulation and are in the process of establishing a new division which will impact the recycling programs in the province of Alberta for decades to come.

Position Summary:


The Compliance Officer supports compliance by organizations obligated under Regulation to participate in ARMA's programs, through the review of an organization's records and their submitted reporting.

This position is responsible for verifying that registered organizations are meeting their reporting and payment obligations under the governing regulations and bylaws of ARMA's programs.


This position requires frequent travel of approximately 25% to 40% of the time to various locations within Alberta, with occasional travel out of province.

Manager, Registration and Compliance


Core Responsibilities:


  • Verifies the accuracy of reporting by registered organizations through conducting assigned compliance reviews according to established procedures and the use of analytical and audit tools.
  • Plans and schedules assigned program compliance reviews, including reporting and tracking of reviews.
  • Arranges travel and accommodation in accordance with organizational policy.
  • Prepares compliance review results for review and approval by supervisor, including adjustments arising from reviews.
  • Assists organizations with the submission of other reporting adjustments (e.g. self-assessments) as required.
  • Effectively communicates the results of compliance reviews to registered organizations, identifying areas of concern, causal factors, possible solutions, and required actions.
  • Communicates issues for further follow up with the Registration and Compliance Administrator for the program.
  • Monitors and follows-up on the status of self-assessments assigned to reviewed parties, ensuring completion within the assigned timeframe.
  • Assists with development of annual compliance review selections through the use of analytical tools.
  • Assists with fiscal year-end reporting on compliance review results.
  • Provides regular compliance plan status updates to the Manager, Registration and Compliance throughout the year.
  • Conducts liaison visits with registered organizations and potential registered organizations according to established process.
  • Manages and responds to inquiries and concerns from registered organizations.
  • Maintains detailed record of communications with registered organizations in the required systems.
  • Provides input into any compliance procedures and documents.
  • Maintains files in accordance with the organizational filing systems.
  • Provides staff coverage and assistance with special projects, on an as needed basis, in all aspects of the department's responsibilities.
  • Performs other duties and responsibilities as required.

  • Maintains an understanding of and adheres to Alberta Recycling policies, procedures, and standards.
  • Contributes to a positive and safe culture by modeling the organizational values.
  • Performs other job-related duties and assists other team members, as required.

Success Measures:


  • Completion of assigned compliance reviews and liaison visits based on the approved annual compliance plan by the end of the fiscal year.
  • Compliance reviews and findings are thorough, accurate, and completed efficiently through the use of appropriate and available information technology tools.
  • Reporting and filing associated with compliance reviews and liaison visits is completed within 30 days of the site visit and required follow-up actions from reviews are followed up on and resolved within 90 days.
