The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a
Bilingual Education Officer for its National Office.

The Position:

Under the direction of the Director, Regional Labour Relations and in collaboration with other team members, the Education Officer designs and implements the Institute's National education program for internal and external clients


Major responsibilities include:

  • Design, develop, write, and facilitate workshops and training programs and materials, for asynchronous and synchronous online learning and inperson delivery.
  • Lead design activities including development of program vision, training strategies and methodology, course content and learning objectives.
  • Conduct research to develop training and education content including liaising with internal and external parties.
  • Create online learning modules and content in our elearning platform.
  • Maintain the elearning platform.
  • Plan, organize, coordinate, and monitor multilevel and/or issue specific education programs.
  • Develop feedback and learning assessment mechanisms and participate in ongoing evaluation of education modules and material, review course content, and amend as required. Monitor and review the progress of trainees.
  • Develop and recommend training program budgetary and expenditure proposals for approval.
  • Advise the Director on education and training matters including the preparation of options and recommendations to address issues that arise.
  • Design and develop electronic information sharing techniques.
  • Design and develop content for articles, booklets, pamphlets, and fact sheets suitable for print and the Web and respond to queries from internal and external clients about the education program.
  • Keep abreast of adult learning techniques, online learning technology and strategies, and relevant issues affecting labour relations and other terms and conditions of employment.
  • Participate in multidisciplinary teams assigned to special projects, or Institute Committees as assigned, and work collaboratively with others.
  • May be requested to perform other related duties as required.

Also required are:

  • Thorough knowledge of current principles and trends of adult education.
  • Knowledge of popular education.
  • Thorough knowledge of current principles and trends of elearning.
  • Knowledge of the Professional Institute's organization, structure, and relevant issues.
  • Ability to assess training needs, prepare learning aids, develop and deliver training modules. Ability to develop and implement various learning programs.
  • Ability to work in cooperation with others.
  • Ability to enlist the support of various facilitators, staff, and union officials.
  • Strong facilitation skills
  • Strong writing and editing skills.

Language requirements:


  • Proficiency in both official languages (English and French / written and oral) is required

Salary and Benefits:


  • Permanent, fulltime (35 hours per week)
  • Salary Range: $87,615 to $109,519 (G6)
  • Group Benefits (Health, Dental, Life Insurance, Disability Insurance)
  • Vacation (4 weeks/year) and other generous paid leave
