The Human Resources Branch (HRB) is looking for a dynamic, collaborative and strategic leader with a proven track record to contribute to the People First vision and take the delivery of services to Canadians to the next level while demonstrating character leadership.

    As a member of the executive team within the HRB, the Director General, Human Resources (HR) Technology and Digital Strategy Directorate will report directly to the Assistant Commissioner, HRB and Chief Human Resources Officer, and will be responsible for the leadership of the enterprise-wide financial and HR system transition project, as well as to lead and oversee the development, enhancement and implementation of IT and digital solutions in support of HR programs and services.

    As the Director General, HR Technology and Digital Strategy Directorate, you will be accountable for the strategic direction, oversight, delivery and reporting of the Agency CAS Transition to New Solutions (CTNS) project, with highly visible potential impacts and involving multiple internal and external stakeholders.

    You will also be accountable for leading and facilitating a comprehensive digital and IT strategy for HR programs and services ensuring investment optimization, the seamless integration of solutions, and effective portfolio governance within the Branch as well as for ensuring strategic goals are met and future HR technological needs are anticipated.

    Leading complex projects (see note 3), related to the transition of digital and IT strategies, including the development, the implementation, and the optimization taking into account a wide range of topics such as, but not limited to: HR programs or financial portfolio or internal and external stakeholders.


    ASSETS
    The following would be considered an asset:

    Experience in providing leadership on corporate services, programs or operational service delivery in a large, decentralized organization (see note 4).

    Experience in overseeing projects with highly visible potential impacts and involving multiple internal and external stakeholders.
    Experience in leveraging technology to enhance programs and services while ensuring efficiency and effectiveness.
    Experience in project management methodologies, including planning, execution, and monitoring on a major project (see note 5).

    Recent and significant experience is normally associated with having performed these functions at the EX-03 group and level (or equivalent) as part of the major job duties for a period of at least one consecutive (1) year within the last five (5) years.

    A major project would normally be an initiative under the oversight of the Agency's Major Project Investment Oversight Process (MPIOP), or other governmental organization equivalent.

    These conditions are required at the time of appointment:
    Willingness to relocate to the HQ - Headquarters;

    Candidates not currently located in HQ - Headquarters or within commuting distance must indicate in their application their willingness to relocate.

    All appointments (except acting appointments) to and within the Executive (EX) Group at the CRA are subject to the Agreement to be laterally moved provision as a mandatory condition of employment.

    Languages Requirements
    ~ Candidates MUST have valid Second Language Evaluation (SLE) test results* at the CBC levels*, at the time of application in order to be considered for this opportunity.

    *If you have valid SLE results and these are not transferable to the CRA, you can still submit an application, but you will have to be re-assessed with recognized SLE tests by the CRA and obtain the required level to be further considered.

    Candidates must be willing to relocate to the National Capital Region at the time of application if you do not live far enough away to commute to work.
