    Position:
    Division Leader - Engineering and Infrastructure

    Salary:
    Grade 10, Non Union ($118,409 to $138,511)

    Reports to:
    Corporate Leader - Operations

    Purpose of
    Position:

    Reporting to the Corporate Leader - Operations, the Division Leader - Engineering and Infrastructure isthekey position responsible for administration, performance, and management of the engineering functions of the Municipality.

    This includes not only maintaining existing infrastructure and improvements but also includes new infrastructure planning, servicing and land development.

    The Division Leader - Engineering and Infrastructure will assist and support Municipal engineering projects (capital) related to roads, bridges and culverts, water, sanitary and storm sewers, storm water management and pumping stations (new and existing assets) as required.

    This role will also be responsible to support and facilitate Municipal growth from an Engineering perspective including Traffic and Transportation Planning, Water and Wastewater Master Plans, Corridor Studies, Environmental Assessments and Consolidated Linear Infrastructure approvals.

    Qualifications & Experience:

    4-year University degree in an applicable Engineering Discipline (Civil, Environmental or Transportation) from a recognized University
    A minimum of five (5) years as a licensed Professional Civil Engineer ( with eligibility for licensure in Ontario)
    This position requires a minimum of five (5) years progressive engineering experience in an urban, semi-urban and rural municipal public works environment, combined with experience directly related to plan review, design, approval of municipal services and transportation engineering
    Minimum of 5 years progressive experience supervising in an unionized environment
    Demonstrated experience in time management and organizational skills with a keen sense for accuracy and attention to detail.
    Experience demonstrating integrity; adhere to professional standards, regulations and corporate policies and procedures (e.g. Code of Conduct)


    Knowledge & Skills:
    Demonstrated leadership, communication, interpersonal and negotiation skills.

    Demonstrated ability to use sound judgment, initiative and creativity to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to engineering-based situations.

    Practical knowledge and understanding of municipal policies, procedures and processes.
    Demonstrated literacy in computer software applications relevant to Engineering and proficient in the use of MS Office software applications and adaptability to program specific software, civil engineering design software (AutoCAD), and is familiar with storm, water and sanitary modelling
    Strong knowledge of computer software (Microsoft Office Suite, AutoCAD, ArcGIS)
    Working knowledge of the Environmental Assessment Act, the Municipal Act, the Drainage Act, the Local Improvement Act, the Conservation Authorities Act, the Fisheries Act and other relevant legislation, as well as demonstrated judgement and ability to critically assess options within the context of applicable legislation and Municipal policies to guide decisions
    A thorough knowledge of the Municipalities development standards, development control functions and planning processes

    Knowledge of related legislation such as the Occupational Health & Safety Act, Highway Traffic Act , Transportation Association of Canada (TAC) Design manuals and MTO Ontario Traffic Manuals.


    Major Responsibilities:
    Engaged strong leader who can lead and motivate a diverse team, balance engineering activities for the department, involved in engineering projects and supporting the division's area of focus and growth

    Leads the Engineering Division and manages the day-to-day operations to advance renewal and expansion of the municipal infrastructure in an atmosphere of innovation, collaboration, effective communication, and continuous improvement.

    Provide guidance to Engineering staff related to regulatory requirements, design standards, technical expertise and contractual issues
    Ability to organize, coordinate and follow up on issues/concerns/programs and projects
    Excellent presentation, facilitation, negotiation and conflict resolution skills and demonstrated ability to effectively facilitate the sharing of ideas and information, and lead group discussions
    Establish goals and objectives for the division; set work priorities to achieve divisional goals
    Manage land development activities to ensure that development of new municipal infrastructure conforms to Official Plans, Master Plans, Municipal guidelines and other relevant documents, and that engineering issues are addressed throughout the planning process

    Responsible for the review of new residential subdivisions, commercial, industrial and institutional development proposals to ensure compliance with the municipal by-laws including the Development Standards by-law, Subdivision and Site Plan Agreements.

    Coordinate and provide supervision for hydraulic modelling analysis of wastewater and drainage infrastructure for system capacity assessments using modelling software.

    Provide technical advice on operations related to storm and sanitary systems.

    This includes managing the recently downloaded Consolidated Linear Infrastructure program and approvals from the Ministry of Environment, Conservation and Parks.

    Ensure that engineering concerns and issues are addressed in a responsive manner
    Contribute to establishing and achieving the goals and objectives of the Municipalities

    Manage and provide technical expertise in the delivery of flood mitigation including the identification, planning, design, and construction of projects to implement the Municipality's Flood Mitigation and Protection Framework.

    Develop and support the execution of the Municipality's Flood Rapid Response Plan including participation in significant rain events and troubleshooting during events .

    Support the Municipality's Asset Management Plan in terms of infrastructure assessment, renewal, establishing service levels, and project prioritization

    Coordinate and make recommendations related to traffic calming, speed reduction and safety related to existing roadway conditions and design, all in conformance to changing standards and requirements.

    Manage and provide technical comments regarding reviews of traffic studies and traffic operational issues in the Municipality.
    Coach, direct and assist staff and outside consultants and engage with various stakeholders to ensure compliance with all pertinent legislation to meet the needs of the ratepayers and developers
    This position is also responsible for building a positive culture between staff and external stakeholders, including residents, council and industry partners, as well as developing positive relationships with various stakeholder groups locally and regionally
    Lead the preparation of cost estimates for municipal infrastructure improvements and the development of off-site levies or local improvements
    Prepare correspondence, briefings and reports, and attend as the engineering subject matter expert at Council meetings, and other meetings as required
    Participate in local and regional initiatives as necessary, and continue to build regional relationships and partnerships
    Prepare and monitor expenditures of the department budget
    Review design drawings, inspect construction and establish and monitor financial security levels to ensure compliance with the Municipality of Lakeshore Development Standards for all types of subdivision and site plan developments
    Provide engineering technical information and advice to outside consultants, ratepayers, developers and co-workers in other municipal departments
    Prepare and monitor the Engineering and Infrastructure budget including ensuring cost recovery of all outside legal and consulting engineering expenses related to the review and inspection of development proposals
    Assist other divisions within engineering and technical support in all areas
    Supervise, provide technical direction and scheduled work for the Engineering clerical staff and students.
    Attend Pre-consultation meetings to provide engineering advice/input on development proposals including coordinating the engineering comments to the Growth and Sustainability Division and Committee of Adjustment
    Report to Council on various engineering/development related matters and attend Council meetings as necessary
    Respond to requests for information from lawyers/realtors on proposed land transactions

    Manage/Coordinate/Participate in the preparation of various master plans, business plans, community improvement plans, Technical Studies, Environmental Study Reports, Official Plans, Zoning By-laws, Right-of-Way Agreements, Subdivision/Development Agreements etc.

    Assist with the establishment and planning of present and future infrastructure needs for the Municipality including reviewing the need to oversize and other development costs
    Oversee, lead, and manage staff and project consultants involved in the planning, design, and construction of the Municipality's water, wastewater, stormwater, road, and bridge/culvert infrastructure as required
    Ensure effective internal & external communications with staff, other agencies and the public
    Participate as the Municipality of Lakeshore's liaison on County and Ministry of Transportation initiated road repairs, reconstruction and improvement projects

    Liaison with external government agencies, neighbouring municipalities, neighbouring municipalities, local organizations and other agencies on engineering and development matters.

    Other duties as assigned

    Decision Making & Judgement:
    Proven analytical skills with strong communication skills both verbal and written.
    Establishing priorities and work programs for departmental staff and purchased professional services to meet Council's established service levels and deadlines
    Formulating and preparing professional engineering opinions and recommendations with respect to all aspects of the department's policies and development control functions and responsibilities

    Formulating preparing and revising procedures, policies, administrative fee structures, application forms and other documentation required to effectively deliver the Municipality's development control responsibilities.

    Interpreting and applying Council's established policies pertaining to all aspects of the Municipality's development control functions
    Assist with establishment and growth of the Engineering Division
    Directly supervise Administrative Assistant, Team Leaders, Engineering Technologists and Engineering Coop students as required and others as required through the growth of the department
    Indirectly oversees contractors and external consultants
    Assist in establishing goals and objectives for the department
    Plan, prioritize and assign work
    Accountable for health and safety responsibilities of staff; must ensure compliance with OHSA as well as Municipality of Lakeshore's Health and Safety policies and procedures including WHMIS
    Assist in recruitment, training, setting objectives, performance management, vacation scheduling, lieu and flex time approval, etc.
    Identify and assist in addressing the professional needs of staff
    Approves expenditures in accordance with approved budgetary guidelines. Expenditures beyond established budget limit must be approved by the CAO and Council.
    Assists with the development of the budget for the department
    Monitors financial variances as part of the monthly or quarterly review; monitor and control budgets in conjunction with finance staff
    Excellent interpersonal skills to interact with members of Council, staff and the public.

    Must have proven ability to establish and maintain effective working relationships with a diverse group of stakeholders and must be able to effectively manage multiple projects concurrently.

    Innovative and energetic individual must possess excellent communication and computer skills.


    Internal:
    ~ Daily contacts with Engineering and Infrastructure Services staff, Corporate Leader - Operations and departmental and other municipal staff on an as needed basis to administer, manage and coordinate all aspects of Engineering and Infrastructure

    External
    With Provincial Ministries to discuss program opportunities and funding matters. With external consultants regarding professional Engineering & Infrastructure Services for the Municipality
    With associates in other municipalities to exchange information on related programs and services
    With commercial and private sector stakeholders in an effort to meet or exceed the Municipality's Development Standards


    Working Conditions:
    Works within an office environment.
    May be required to visit construction sites
    Some travel may be required.
    Control over Work Schedule
    Office hours being 8:30 a.m. to 4:30 p.m. (35 hours per week)
    May be required to attend Council and Committee meetings.
    Work is subject to deadlines and may be required to work overtime to handle workload.
    Lieu time is capped at 35 hours per year
