The Contract Supervisor - Parks Projects and Services is responsible for the supervision of parks projects and parks service contracts.

These contracts may include, but are not limited to, repairs to fencing, drainage, retaining walls, parking lots, walkways, bridges and other various infrastructure improvements.

These contracts may also include the preparation and monitoring of service contracts such as grass mowing, shrub bed maintenance and other various community partnership agreements.


The Contract Supervisor - Parks Projects and Services ensures the projects are built to the design and quality control objectives of the contract and specifications are: constructed and delivered safely; within approved budget; and on schedule and within service standard, while serving the citizens whose property and/or lifestyle may be disrupted by the contract.


DUTIES AND RESPONSIBILITIES:


  • Responsible for site safety, e.g., pedestrian/public access, temporary workplace signage and traffic control, excavation and trench safety, confined spaces, construction and demolition hazardous materials handling and disposal, WHMIS, first aid.
  • Prepares project construction and maintenance deficiency and warranty lists and follows up to ensure that all necessary corrective actions are taken.
  • Makes record of site preconstruction conditions and maintains accurate records of the administration and management of the repair and construction projects.
  • Responsible to determine and prepare all payments for work performed by General Contractor, and for all of the contract administration documentation.
  • Liaises and coordinates work with outside agencies, e.g.
, schools, utility companies, private businesses, environmental regulators (example:
N.S. Environment, Department of Fisheries) and other business units during construction.

  • Oversees consultants & materials testing staff during construction.
  • Participates in Tender Documents and Contract Specifications Annual Review, and performs other related duties as required.

QUALIFICATIONS

Education & Experience:


  • A Diploma in Civil Engineering Technology from a recognized institution and/or an equivalent combination of education and experience may be considered
  • Must have a minimum of 5 years' experience of field construction inspection of which a minimum of 3 years of experience within a municipal construction environment would be an asset

Technical/Job Specific Knowledge and Abilities:


  • Thorough knowledge and understanding of municipal and Park guidelines and specifications.
  • Working knowledge of Canadian Certified Playground Inspector Training, HRM Contract and Specifications for Municipal Services, N.S. Road Builders Standard Specifications for Municipal Services, HRM Municipal Service Systems Design Guidelines, and general municipal engineering construction practices and procedures.
  • Possess a general understanding of HRMs organizational structure and the specific working relationship between Parks and other business units.
  • Knowledge of Provincial/Federal regulations and guidelines affecting municipal construction activities.
  • Must have a valid N.S. driver's license and provide a vehicle for use during working hours.
  • Proficient in estimating, measuring and recording quantities of materials.
  • Proficient in the daily recording of construction activities in clear and concise manner.
  • Must have the ability to read and interpret drawings, tender documents and specifications.

WORK STATUS: Temporary, full-time (up to six months).

This term position may become permanent through the business planning process.

Once permanency is determined, the incumbent may have their status changed from temporary to permanent without going through a second competition, provided performance expectations are being met.


HOURS OF WORK:

Normal working hours are from 8:30 a.m. to 4:30 p.m., Monday to Friday for 35 hours per week. During the construction season, there may a requirement for project related overtime.


SALARY:

NU05 on the non-union salary scale; $60,800-$83,530.
