JOB SUMMARY:


MOH Business and Development Support Services manages and integrates the delivery of corporate services functions (HR, Legal, Finance, Student placement, volunteer program, internal communication and Privacy) to OPH, leads the establishment and implementation of financial and business practices and decision making tools for departmental priorities and programs, conducts business planning for the department, identifies and resolves high priority issues, designs and oversees complex department-wide projects, and provides strategic advice to the Board of Health, Medical Officer of Health and leadership team on a wide variety of departmental priorities, issues management techniques, and governance recommendations.


You are responsible for supporting Ottawa Public Health's business and financial planning activities of the branch/department, in developing operating budget, improve the effectiveness of business operations, liaising with Shared Services partners (FSU) to ensure the timely exchange of information, receiving and inputting data to the appropriate information management system and providing related reports.

You undertake and manage initiatives to supporting the Departmental and Individual Program Spending Plans, address/resolve emerging issues or manages changes.

You also support senior staff in the management of issues affecting the branch/department.


EDUCATION AND EXPERIENCE:


Completion of 4 year university degree with major focus in the discipline applicable to the work location of the position, such as Economics, Business Administration, Commerce, Health/Social Sciences, Arts or related field.


Minimum of 5 years of progressively responsible experience working in a large multi-site public organization, working in research, analysis/auditing/reporting, performance measurement, operational/strategic and business planning, business process design, change management or statistical modeling/analysis.


The incumbent should possess directly related experience in public policy development, organizational change and development, human resources and project management.
