Position Summary:
Overall responsibility for the delivery of employment services through a network of service providers in the assigned catchment area.

Acts as the primary point of contact for all key stakeholders including municipalities, government, community partners, employers, and other Service System Managers (SSMs).

Develops and executes an annual strategic plan to continuously improve performance and innovate service delivery. Oversees the hiring and advancement of personnel and directly manages staff who oversee various components of the program. Responsible for monitoring and meeting program metrics.


Essential Responsibilities:

  • Ability to translate a program vision into an operational reality.
  • Skillfully represent the project to the ministry, Service Providers, organizational partners, community stakeholders, subcontractors, and other affiliated institutions.
  • Develop and maintain relationships with community and industry partners to create and pilot innovative approaches to serving job seekers and meet the needs of the labor market.
  • Maintain executive oversight of all programmatic, financial, policy, and administrative management activities and systems of the program. Ensure that the leadership team is effectively managing the entire process flow.
  • Manage the program contract and ensure that the program processes are in line with the ministry's current policies.
  • In collaboration with the leadership team, establish effective management systems and controls to monitor and evaluate performance and financial outcomes, ensure compliance with contractual obligations and billing milestones, and achieve highquality service delivery.
  • Partner with the senior management teams of The Fedcap Group and Fedcap Inc. in strategic planning, policy analysis, and developing new sources of funding and service delivery systems in the health and human service fields both nationally and internationally.
  • Expert knowledge of agency policy and procedures
  • Responsible for negotiations, budgeting, planning, and financial management.

Education and Experience:


  • Graduatelevel degree with experience in supply chain management, contract management, workforce development or related field.
  • Service provider network management and largescale operational management experience minimum 7 years.
  • Experience in progressively more responsible positions minimum 7 years
  • Demonstrated experience managing complex budgets and professional staff.
  • Experience with large government systems combined with knowledge of public policy in the workforce development arena preferred.
  • Experience in leading and developing teams remotely.

Knowledge, Skills and Abilities:

Demonstrable knowledge of
- mission, vision, and goals of Fedcap Canada and to execute the policies and procedures that bring these to reality in Ontario
- with excellent communication, analytical and interpersonal skills.
- strong organizational, administration, presentation, and communication skills (both verbal and written).

Demonstrable ability to
- manage large, complex programs funded by the public sector or other third parties with an emphasis on healthcare, human services, and/or workforce development.
- manage and led a large staff, demonstrated strategic planning skills and the ability to interface with multiple government agencies, Service Providers, and subcontractors.
