    The City of Victoria is recruiting a Business Analyst to join our IT Department's Business Solutions Division. This key strategic position focusses on optimizing workforce enablement and organizational efficiency through the effective deployment of Enterprise Business Applications.

    As a Business Analyst, our successful candidate will be responsible for successfully managing and executing projects within the City's Enterprise IT Project Portfolio and Business Applications Portfolio. Exciting projects include the replacement of our legacy Enterprise Resource Planning System, and the roll out of organization-wide, transformational hyperscale cloud technology solutions. The City has embarked on a digital transformation which depends on innovative and robust IT solutions, privacy and security by design. We leverage SaaS, PaaS, and IaaS to ensure the right solutions are delivered efficiently, and we recognize how essential agility and scalability are in delivering IT services.

    POSITION FUNCTION

    Coordinate, plan, and participate in the evaluation of business and system requirements, and business process reviews. Make recommendations for business architecture improvements to meet the City's business and information needs more efficiently.

    KEY DUTIES

    Lead and coordinate projects to review, analyze and evaluate business processes and enhance their efficiency to meet corporate strategies; liaise with affected City departments to determine business requirements; develop and document the scope, objectives, and expected benefits of projects.

    Act as Project Manager for business solutions projects; coordinate departmental, IT and external resources to ensure timely, effective implementation of projects. Schedule and monitor the work of consultants. Lead the evaluation, assessment, and co-ordination of system changes to improve the efficiency of corporate systems and business processes. Make recommendations and implement business process and systems changes while ensuring adherence to technological and accounting best practices and standards; apply and adhere to project management principles and the system development life cycle.

    Re-engineer and streamline existing business processes for improved efficiency to eliminate or reduce duplication and redundancy; research best practices and leading edge options for business process solutions and technology; use judgement to link, translate and map business requirements to corporate and departmental strategies and goals.

    Use advanced modelling and analytical tools to provide technical expertise in all aspects of customer solution; translate, coordinate and develop business requirements and reports into technical objectives and specifications for development teams. Facilitate and follow-up during implementation and testing stages; provide input into the selection of products, strategies and designs by leading user committees and consulting with user groups. Determine needs assessment and represent client issues at committee tables; communicate to customers through presentations and workshops; represent the department on corporate projects and committees as required.

    Create and coordinate lesson plans, training tools, and information binders to ensure users can understand and implement new strategies. Prepare reports and develop documentation of both technical and non-technical nature to a broad range of users; ensure manual and software processes comply with accounting and auditing requirements.

    Work is generated by annual objectives and end user issue identification.

    Work is reviewed through discussions with Supervisor.

    Issues such as major expenditure, system changes and resource/policy matters are discussed with Supervisor with recommendations.

    KEY SKILLS AND ABILITIES

    Organize and prioritize work.

    Understand and apply the principles and methods of business process analysis system development life cycle, project management and enterprise architecture and computerized accounting systems.

    Advanced level operation of current City advanced specialty software.

    Interpret related policies and regulations.

    Provide technical guidance and advice to user departments.

    Research and analyze needs and facilitate meetings and workshops.

    Maintain accurate records.

    Establish and maintain effective working relationships.

    Deal effectively with the public and outside agencies.

    QUALIFICATIONS

    Formal Education, Training and Occupational Certification:

    Undergraduate degree in Computer Science. (4 years)

    Masters Certificate in Business Analysis or equivalent. (126 hours)

    Project Management Institute Certified Associate in Project Management or equivalent.

    (23 hours)

    Experience:

    5 years of related experience including information technology experience

    or an equivalent combination of education and experience.

    OTHER:

    May be requested to substitute in a more senior position.

    Work schedule: Monday to Friday, (35 hour work week)

    $55.64 per hour, Pay Grade 17
