Position Purpose:


The Specialist, Rates and Settlements will ensure the proper alignment of distribution rate setting initiatives with financial planning, budgeting and investment activities.

This position is responsible for the accurate, timely and effective analysis of revenue, wholesale & retail settlements and regulatory financial results, moreover will support reporting to both external regulatory authorities and internal users.


Responsibilities:


  • Leads the monthly preparation and the consolidation of financial results and reporting of revenue, cost of power and deferral & variance account balances to Management ensuring accuracy and adherence to regulations
  • Ensures the accurate, timely and effective analysis of revenue, wholesale and retail settlements, and regulatoryrelated elements of monthly financial results
  • Leads the timely and accurate reporting of all MOE & IESO reporting requirements, including OESP, OREC, OER, ICI and other regulatory initiatives
  • Supports MIFRS & IFRS financial reporting requirements related to revenue, cost of power and regulatory results including variance analysis of actual to budget, forecast and year over year
  • Supports the regulatoryrelated elements of financial audits, including external audit of financial statements, RPP, OESP, & OREC
  • Ensures that all regulatoryrelated accounting procedures and processes are established and maintain compliance with OEB, IESO, Ministry of Energy, and Ministry of Finance laws, codes, and regulations
  • Supports the introduction of new or modified regulatoryrelated business processes including the creation of job aids and employee training
  • Supports direct customer relationships with the IESO, Hydro One and embedded generator customers to achieve customer satisfaction by handling all complex rates and settlement inquiries in a timely manner
  • Supports departmental projects and key initiatives and assists in providing regulatory or financial expertise on special projects as required
  • Supports OEB regulated reporting requirements including RRR, ESQR, and the annual utility scorecard
  • Monitors industry issues and regulatory developments to proactively keep abreast of new and evolving regulations, including analysis and recommendation of appropriate course of action to industry changes which best supports the organizations position
  • Researches, recommends and implements new or enhanced procedures and processes to improve operational effectiveness
  • Ensures compliance to other legislative, regulatory and health & safety policies, procedures and standards
  • Provides support and works cooperatively with other internal groups regarding regulatory accounting, compliance, revenue and wholesale settlement issues
  • Performs other duties as assigned

Education & Specialized Knowledge

  • Bachelor's degree in Business Administration, Finance, Economics, Accounting or a related discipline
  • CMA/CGA/CA/CPA designation
  • Must hold and maintain a valid class "G" driver's license
  • Knowledge of regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, Market Rules, Electricity and Gas Inspection Act, Accessibility for Ontarians with Disabilities Act
  • Knowledge of the electricity regulated industry or equivalent experience with emphasis on rate design and cost allocation methodologies

Experience

  • Minimum of 5 years' experience in an accounting / financial control capacity with a minimum of 2 years' experience in a regulated industry
  • Demonstrated experience in rate setting, wholesale settlements and regulatory compliance an asset

Skills/Abilities/Competencies

  • Excellent problem solving skills including analytical, interpretive, evaluative and/or critical thinking to solve unique problems
  • Strong planning and prioritization skills to ensure multiple tasks are completed accurately and within established timelines
  • Excellent written and presentation skills
