    The Court of Appeal of Alberta sits in both Edmonton and Calgary and hears criminal appeals from the Provincial Court and both criminal and civil appeals from the Court of King's Bench. It also hears appeals from administrative and board tribunals and reviews records to determine whether errors of law or fact were made in a decision. In addition, the Court of Appeal may be asked to provide an opinion on questions referred to it by the Lieutenant Governor in Council under the Judicature Act.

    Role Responsibilities

    The Deputy Registrar is responsible for the management and effective delivery of all court services to the citizens of Alberta attending the Court of Appeal and is also responsible for all registry operational matters within various units in the Court of Appeal in both Calgary and Edmonton. This position plays a key strategic role in creating, recommending, implementing and reviewing new strategies and initiatives to improve the delivery of the services in the Court of Appeal to both internal and external users. This position is also required to make quasi-judicial decisions and associated leadership decisions. This position reports both functionally and administratively to the Executive Director and Registrar at the Court of Appeal.

    This position requires: extensive working knowledge and the ability to interpret Federal and Provincial legislation, regulations and rules governing the court operation and technical and administrative policy procedures and directives of the Department and the Alberta Public Service; knowledge and ability to effectively exercise judgment, apply principles of leadership, teamwork, and resource management to a multifaceted organization; and knowledge and ability to accomplish business goals and strategies using innovative and strategic thinking and problem-solving abilities.

    This position has operational oversight accountability for the Court's Registries located in both Edmonton and Calgary. All Registry services are front-line services directly supporting Albertans.

    The appointment as Deputy Registrar for the Court of Appeal is provided for in legislation. The appointment provides the necessary authority to ensure the efficient and effective operation of the court both judicially and administratively. Authorized under legislation to make "quasi-judicial" decisions and associated leadership decisions for the operation. Ensures that the justice system operates as effectively as possible with no interference that would bring judicial independence into question. This position has a direct impact on the organization (including the work of the judiciary), operation and service delivery to all clients and stakeholders, including enforcement agencies, the legal and judicial communities, and the public. This position is the key advisor on Registry and courtroom operations matters to the Executive Director & Registrar, as well as the Chief Justice and members of the Court.

    Positive leadership, strong communication skills (verbal, non-verbal and written), decisiveness, strong organizational skills and the ability to motivate and work under pressure. Complex problem-solving skills are needed to assess a wide variety of diverse situations, options and implications. Must be confident and competent in decision-making, using evaluative judgment based on logical and sound understanding of the business, and be competent at keeping current in this role. Must be able to establish approaches to carry out the directives of the Court of Appeal and advance strategies developed by the Ministry.

    Excellent diplomatic skills in dealing with the judiciary in all levels of court, crown attorneys, members of the Bar, enforcement agencies, government officials, the public, and various agencies related to the judicial process for the purposes of planning, solving problems and issues, implementing new strategies and programs, addressing case-flow management and current practice issues, fostering information links, creating business relationships and networking opportunities in order to achieve effective delivery of services to the citizens of Alberta. These relationships require the ability to manage change and the complexities of the job. The relationships are critical to everyday business to be effective in communicating with a wide variety of stakeholders. Must be able to positively influence others and facilitate change. The position is expected to be creative, innovative and resourceful in identifying and implementing solutions to complex and difficult problems, and to act independently and on its own initiative.

    Participates in the development and coordination of budget to ensure financial goals of the department are being met. As an expenditure officer, has full authority to manage government funds for the Court of Appeal as designated by the appointment.

    Qualifications

    University degree in a related field supplemented by a minimum of four years' managerial experience in a court or tribunal operations environment. Equivalencies will be considered based on one year of education for one year of related experience or one year of experience for one year of related education.

    This role requires extensive knowledge of the court system. This role also requires familiarity with budgetary processes and policies in a government setting.

    Experience with budget accountability, human resource management and internal and external stakeholder management in an organization is preferred.

    Extensive experience in a management leadership role, preferably in a court or tribunal environment, would be considered an asset, as is the completion of the University of Alberta Management Development Program or equivalent.
