    Main Purpose & Function

    The Business Analyst is responsible for leading and/or supporting a range of projects that involve objective and comprehensive business analytics, data analysis, research, business process reviews/re-engineering, and management reporting and for providing recommendations based on this work. Key responsibilities include conducting various types of analysis, such as gap analysis, qualitative and quantitative options analysis, current and future state mapping, process evaluation and optimization, and maturity assessments.

    The work of the Business Analyst supports day-to-day operations as well as issues and opportunities related to specific projects, which can have significant financial implications and risk. Business Analysts have access to confidential information and make recommendations for changes in methods, processes and procedures that may affect operational areas as well as staffing workloads, working conditions, changes in positions, staffing levels, or budgets.

    Specific Duties & Responsibilities

  • Produces thoughtful and systematic business analysis to support key decisions concerning the management and delivery of Park Board services.
  • Supports project team members and leadership in effectively using metrics, financial information, quantitative data, and/or qualitative information to understand the Park Board business, to identify issues and opportunities, and to inform operational and project-related decision-making.
  • Efficiently undertakes research related to a specific management or project management or project-related question, e.g., peer surveys, benchmarking, best practices, recommended standards, and key performance indicators.
  • Leads business process reviews to document current-state business process; uses analytics such as value stream mapping, fit/gap, workflow, and metrics analysis to develop recommendations for improvement and identify associated implications.
  • Contributes to the development of implementation plans for recommended changes and develops succinct and meaningful reporting that allows management to track over time the progress of business process changes against stated objectives.
  • Undertakes various tasks to support project delivery such as public or stakeholder consultation, developing reports or presentations to Steering Committees, Park Board, City Council, and/or managing external consultants.
  • Supports medium to large-scale projects during all phases of a project lifecycle.
  • Synthesizes and consolidates complex information into succinct and meaningful written and verbal management reporting, leveraging productivity tools such as Work, Excel, and PowerPoint.
  • Works collaboratively to define core and supporting business processes and identifies key issues and opportunities.
  • Works cross-functionally to develop management productively tools such as dashboards, apps, reports etc. in order to improve operational performance.
  • Supports the development and implementation of a performance management framework whereby service and operating levels are defined, develops key performance indicators and service metrics and reports on department performance quarterly in accordance to approved plans.
  • Contributes data relevant to the development of the annual operating budget, four-year capital plan and ten–year strategic outlook.
  • Supports the development of the Park Board's risk management plan, health and safety program and other key corporate programs as required.
  • Supports the ongoing management of relevant corporate processes, resolving issues and initiating continuous improvement processes as needed.
  • Contributes to the development of policies, standard operating procedures, reports, memos and presentations to the Director, General Manager, Park Board, Council and Steering Committees providing information and recommendations on relevant initiatives as required
  • Other duties/responsibilities as assigned.
  • Qualifications

    Education and Experience

  • A bachelor's degree in Business Management, Commerce, Public Policy, Economics, or a related area.
  • A minimum of five year's experience in a position with primary responsibility for undertaking business analytics, data analysis, research, business process reviews/re-engineering, and management reporting to support complex and multi-faceted business, operations, and/or service delivery projects, to include experience working directly with and/or reporting to senior management in a large organization.
  • Certification such as International Institute of Business Analysis, Project Management Professional (PMP) and/or Lean Six Sigma to be considered an asset.
  • Knowledge and Abilities:

  • Considerable knowledge of analytics, quality improvement tools, techniques and methodologies to research and distill research results into meaningful and useful data and/or information.
  • Considerable knowledge of office productivity tools to effectively research, analyze, and communicate.
  • Considerable knowledge of project management methodologies and standards.
  • Strategic problem solver. An analytical thinker who can systematically frame and analyze an issue, opportunity or policy problem, and arrive at a solution supported by a balance of facts and good judgment.
  • An effective communicator. Able to present analysis and solutions in clear and compelling terms, via superior written communication, verbal communication, presentation skills and especially the ability to create effective and compelling PowerPoint presentations and written reports.
  • A motivator. Strong leadership qualities, with the ability to align and unify a diverse set of individuals to a singular objective, to motivate peers and superiors using indirect influencing skills, and to help reconcile diverging perspectives and resolve interpersonal difficulties among peers.
  • Highly organized. Excellent organizational skills, with the ability to establish and manage multiple priorities, set boundaries, and maintain project communication, and documentation in a dynamic environment without losing sight of the big picture.
  • Detail-oriented. Someone who can consistently and effectively manage their own significant to-do list, and help others with theirs.
  • A people person. Good at developing and maintaining strong working relationships with technical, professional and operational staff, as well as with senior management.
  • A curious mind . An aptitude for and interest in learning about a wide variety of topics.
  • A proficient Project Manager. Educated and experienced in Project Management methodologies, processes, standards, and policies would be an asset.
  • Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
