Learning and Development Specialist (Bilingual English/French)

As the
Learning and Development Specialist, you'll work remotely as part of a team supporting WCG's Rehabilitation Services and Vocational Assistance Program (
RSVP) and veterans across Canada.

This team makes a difference in the lives of Canada's veterans, their families and communities by providing rehabilitation services.


As our Learning and Development Specialist, you'll design and deliver effective training programs in English and French using a variety of instructional techniques to cater to a wide array of learning needs.

You use impactful training to reinforce positive change and enhance team performance and build organizational capability.


As a key part of a strong and professional team, you make a difference by ensuring staff achieve their goals and receive the best support possible.


What you'll do:


  • Assess training and development needs through surveys, interviews, focus groups and communication with staff, partners, employers and clients
  • Design, develop, implement and evaluate course content; ensure content is current, relevant and applicable to the unique needs of learning groups
  • Ensure continuous improvement and enhance organizational effectiveness
  • Lead the creation of elearning resources, training, instructional templates and documentation
  • Identify, benchmark and monitor learning initiatives performance
  • Ensure all training materials are clear, concise, consistent and instructionally sound
  • Provide ongoing learning and development services to meet changing needs of the program

What you bring:


  • Bachelor's Degree in Education, Curriculum Development, Human Resources or related discipline
  • Minimum of three (3) years' experience as an internal or external Learning Advisor, Curriculum Developer or Instructional Designer, including the design, development, delivery and evaluation of adult learning programs
  • Knowledge of elearning design principles and program evaluation methods to develop performance measures and report on learning outcomes
  • Experience using learning management systems to develop and deliver training content
  • Verbal and written Fluency in English and French
  • Employment conditional on obtaining federal Security Clearance
  • Reliability Status
