Job Summary


Queen's Health Sciences (QHS) has been a global leader in health sciences education and research for more than 150 years.

As the hub for an interconnected academic health sciences network in Eastern Ontario, QHS is a leading force in preparing the next generation of health scientists, partnering to improve health in local and regional communities and driving world-renowned research that answers the most pressing questions in health sciences.

QHS offers 64 undergraduate, graduate, postgraduate and professional programs in medicine, nursing and rehabilitation therapy and is one of the largest faculties at Queen's University with over 60 departments.

QHS's $250 million budget is derived from the operating budget, non-credit programs, research programs, trust, and endowment income in addition to the Southeastern Ontario Academic Medical Organization (SEAMO) operating budget.


Reporting to the Dean, the Chief Finance and Administrative Officer (CFAO) has oversight of all non-academic administrative matters within the Faculty and directs the financial and business operations of Queen's Health Sciences.

The Director will lead the implementation of the Faculty's new Strategic Plan and provide high-level leadership and oversight to ongoing strategic changes.

The incumbent sits as a member of the Dean's Executive and works collaboratively with senior leadership to develop financial and operational objectives that align with the vision, strategic direction, and goals of the faculty, and provides guidance and counsel in all financial and administrative operations.

The CFAO is also a trusted contributor to the development of the short and long-term strategic plans for the faculty.

Leading a dynamic team of directors, the CFAO provides guidance and support across budget and financial operations, information technology, human resources and staffing, communications and marketing, business development and corporate relations, innovation and commercialization, advancement, space planning, and operational performance.


The CFAO is also appointed as the Chief Financial Officer for the Southeastern Ontario Academic Medical Organization (SEAMO), the members of which include: the Clinical Teachers' Association of Queen's University; Kingston Health Sciences Centre; Providence Continuing Care Centre; and Queen's University.

SEAMO governs the funding of academic physicians for the delivery of clinical service, education, research, and medical administration, as determined by the Alternative Funding Plan (AFP) Agreement between SEAMO, the Ministry of Health and Long-Term Care ("MoHLTC") and the Ontario Medical Association ("OMA").

The AFP provides SEAMO with a single funding envelope to support all roles of the academic physicians.


Job Description:


KEY RESPONSIBILITIES:


  • Provides strategic and financial advice to the Dean and the faculty leadership team in support of the academic, clinical, and research mission of the Faculty.
  • Implements strategies to ensure strong financial performance, service delivery, infrastructure, partnerships, business opportunities, programs and initiatives, and research. Oversee the implementation of a shared services model to ensure the harmonization of operations.
  • Leads a team of directors, providing guidance and support in the management of the administrative and business operations of the Faculty, Schools, Departments, Research Institutes and Centres, including budget and financial operations, information technology, human resources & staffing, communications & marketing, business development & corporate relations, innovation & commercialization, advancement, space planning and operational performance. Authorizes contractual agreements that are binding upon the Faculty.
  • Oversees and provides strategic direction on financial matters within the faculty, including the preparation of the annual budget and operations plan and the allocation of resources and budget targets to operating units. In collaboration with the Director of Financial Services, the incumbent is also responsible for development of effective internal controls and procedures for ongoing monitoring and reporting of all financial results in comparison with budget amounts and to ensure compliance with institutional and government regulations.
