JOB PURPOSE:
To ensure the mission and values of The Salvation Army Belkin House are fulfilled.
To ensure the contractual obligations between Correctional Services Canada (CSC) and The Salvation Army Belkin House are being fulfilled; to assist in supervision of all Enhanced Community Resource Facility (ECRF) and Belkin Community Living (BCL) staff and residents.
RESPONSIBILITIES
The incumbent is responsible for the following range of job duties characteristic, or typical of the job class:
- To assist in the supervision of all Enhanced Community Residential Facility staff including scheduling, performance management, hiring, training and staff development
- Ensures that programs are operated in accordance with the mission and values of The Salvation Army and the Belkin House, and with applicable contract(s) and or agreements
- Prepare and submit monthly, quarterly and annual statistical reports to the ministry and The Salvation Army as required
ECRF/BCL Case Management
- Participate in screening for ECRF & BCL and participate in case conferencing
- Ensure that CAMS (Case Administration Management System) is kept up to date and all reports generated; work with ECRF Manager to ensure case management and all related contractual obligations are completed
- To assist with intake and departure coordination, effects management and coordinate occupancy requirements.
- Attend conferences, institutional visits and similar events as they occur
- Liaise with law enforcement, corrections and other stakeholders
- Transport/Drive ECRF/BCL clients as needed
Belkin Community Living (BCL)
- Manage after hours & weekend supervision & interventions
- Screening and decision making related to BCL residents
Performance Management
- To work with the CRF Manager on hiring, training and staff development
- To assist with coordinating regular staff meetings
- To assist with long term staff development planning and assessing program practices
- To assist with evaluation, coaching, and performance management of ECRF staff.
Administrative
- Work with ECRF Manager to complete staff scheduling and handle all changes and leave requests
- To be oncall, 2 weeks per month, to handle any emergencies and staff changes
- To ensure completion of weekly allowances, petty cash reimbursement and reconciliation
- To coordinate and organize program needs, and supplies related to both staff and client needs
- To meet with the ECRF Manager and/or the Director of Residential Services on a regular basis to discuss issues surrounding the fulfillment of contractual obligations and the functioning of the Correctional Ministry
- To serve as a member of the Belkin House management team; to convey interests and concerns relating to CSC clients, and to convey other house issues back to CSC residents when relevant
- To recommend policies and procedure and to ensure that approved policies and procedures are implemented and met
- To develop professionally through attended workshops and courses; to keep informed on trends and concerns within the correctional field
- To perform other duties as required
QUALIFICATIONS
- Minimum of 2 years' experience in the correctional/forensics field and or other social service field including experience supervising parolees in a CRF and knowledge of halfway house standards and expectations
- Postsecondary degree in criminology, social services, or other related field.
- Knowledge of addictions and mental health issues and issues related to marginalized populations
- Demonstrated communication, organizational and interpersonal skills.
- Demonstrated level II working knowledge of Microsoft Office; particularly Excel, Word, Outlook, and PowerPoint
OTHER CONDITIONS / REQUIREMENTS
The successful applicant will hold/have:
- Criminal Police Investigation Check (CPIC)
- Valid First Aid/CPR certificate
- Nonviolent Crisis Intervention (if not certified upon hire, required within 6 months of successful qualification)
- Interpersonal Conflict Resolution (if not certified upon hire, required within 12 months of successful qualification)
SALARY RANGE :
Pay Band 5
TERMS :
Permanent Full-time (40 hours/week)
