Why is this role important?

  • The Specialist Procurement will develop Request for Proposals (RFP) within CIHI's etendering platform and manage the RFP process. They will be responsible for fully understanding client requirements and managing the sourcing process for acquiring independent contractors through CIHI's agencies, hotels and other required goods and services as determined by the Consultant, Procurement or the Manager, Procurement. The Specialist, Procurement will work collaboratively with other members of the team as well as CIHI's program areas, and the Corporate Services departments in the sourcing of goods and services for CIHI.
  • What you'll do
  • 1. Review and support the development of detailed Statement of Works (SOW) and drafting of electronic RFPs that meet the needs of CIHI's program areas.
  • 2. Responsible for the procurement tendering process including understanding of client business requirements, drafting the RFP, managing the etendering process, and developing contracts while in compliance with CIHI processes, policies, and procedures.
  • 3. Review purchase orders for goods and services to ensure alignment with CIHI's processes, policies, and procedures.
  • 4. Responsible for the amendments and change management process for contracts and purchase orders.
  • 5. Provide guidance and support to program areas and vendors with respect to procurement policy, process, tools, and other related information.
  • 6. Work with key stakeholders to proactively resolve issues and advise on procurement related questions and best practices.
  • 7. Supports the development, monitoring and enhancement of CIHI procurement products and services including policies, procedures reports, tools and templates.
  • 8. Liaises with other areas within CIHI including Finance, Accounts Payables, Privacy and Legal Services, IT and Security, as required.
  • 9. Provide backup support to other members of the Procurement team, as required.
  • 10. Participates in other CIHI projects/initiatives, as required and identified by the Manager, Procurement.
  • What you'll bring to the table
  • Undergraduate degree in Business Administration, or equivalent combination of education and experience.
  • 35 years of progressive experience working in a procurement environment
  • Experience in developing; SOW's, and RFPs, and managing etendering process.
  • Base knowledge of Canadian tendering law.
  • Strong interpersonal, communication, and facilitation skills.
  • Welldeveloped written and verbal communication skills.
  • Strong planning and organizational skills.
  • Ability to work independently and/or collaboratively in a virtual team environment.
  • Ability to work in fastpaced and demanding environment.
  • Good problemsolving skills, and ability to acts proactively to resolve client complaints and issues.
  • Previous experience with etendering tools (i.e., Bonfire) is an asset.
  • Fluency in English is required, bilingualism in both English and French is an asset.
  • Ability to meet mínimal travel requirements.
