About the Opportunity:

OPOR is Nova Scotia's vision for a single integrated health record for every person in the province.

The Physician Lead will be a visible and active supporter of OPOR with responsibility for change management including clinician engagement and practice standardization to ensure quality of care across multiple information systems.

These roles will ensure provincial representation based on Geography, Organization, and clinical specialty.


Mandate:


The Physician lead, under the supervision of the CMIO and VP Medicine of IWK and Nova Scotia Health, will be responsible for leading the institutional efforts to continue to build, validate, and optimally implement the physician and advanced practice provider components of a province wide Clinical Information System and any digitally-enabled health care.

The Physician lead will have a focused responsibility across their designated specialty area or zone as appropriate, with special attention on CIS implementation and physician engagement by integrating the resources and priorities derived from Nova Scotia Health and IWK Health leadership and Nova Scotia Digital Services.


Responsibilities/Accountabilities:

Reporting directly to the CMIO and VP Medicine of Nova Scotia Health and IWK Health, the Physician lead will:

  • Support OPOR Readiness and the physician components of the clinical practice standardization across the NSHA and IWK to improve the quality, safety, and efficiency of patient care using clinical systems and knowledge-driven care.
  • Engage patient care providers with varying roles including physicians, interprofessional team members, ancillary department personnel, and health records professionals to contribute to the effective use of the clinical information system.
  • Serve as a practicing physician leader who routinely uses clinical information systems for patient care who will:
  • promote the use of information technology in the clinical setting to improve safety, quality, patient and family satisfaction, efficiency in delivery of care, and integration with biomedical equipment;
- identify needs and support the training of clinicians on the clinical systems;
- demonstrate and educate clinicians on the effective use of clinical systems to improve and positively affect patient care;
- leverage clinical and health data to improve services and daily operations; and,
- identifies opportunities for ongoing systems improvement and changes needed to best realize the advantages of clinical automation.


Deliverables:


  • The One Person One Record Physician Leads will be assigned by service area.
  • FFS basis
  • Active member of PAC (must send delegate if unable to attend)
  • Active participant in departmental/network, service area meetings as One Person One Record representative
  • Participate in Physician Needs Assessment(s) for clinical area
  • Directly liaise with physicians with questions, concerns, and feedback
  • Expectation of minimum one presentation per month to service areas
  • Expectation of relevant contribution to design sessions meetings (clinical area)
  • One Person One Record champion across province with external stakeholders
  • Engagements with Clinical Teams

By Service Areas:

Perioperative, Anesthesia, General Medicine, Palliative, Primary Care, Obstetrics, Pediatrics, Critical Care, Emergency Department, Zonal x 5, Oncology


Eligibility:


  • Medical Degree required
  • Licensed physician with current practice required
  • Informatics experience preferred

Knowledge, Skills and Abilities:


  • Ability to listen to the voice of our providers for their needs and recommendations
  • Viewed as credible, visionary, and able to produce results
  • Sound understanding of technical issues and ability to explain them to peers and users
  • Commitment to the use of technology to improve and positively affect patient care
  • Keen understanding of the regulatory and risk management requirement for the CIS
  • Ability to develop flexible, transferable models for pathways of care and order set management

Preferred Qualifications:


  • Significant understanding of pain points, capabilities, and deficiencies in the process
  • Possesses good grasp clinical work flow inpatient specialty units preferred.
  • Previous experience in clinical outcomes, patient safety and quality management preferred.
  • Previous experience in routine use of clinical information systems for patient care preferred.
  • Experience with innovation preferred.
  • Training in medical administration, informatics or public health preferred.
  • Expertise in data analytics and population health preferred.

Time Requirements:

Estimated at 4-6 hours per week.


Compensation:

By combination of deliverable compensation.
