- An undergraduate degree in Child and Youth studies.
- ECE Diploma or equivalent training recognized by the Department of Education and Early Childhood Development.
- Certification in Childcare Administration/Management – course/training or equivalent (i.e, MSVU or NSCC Childcare Admin course) or willing to work towards.
- Managed/supervised a childcare facility/program in addition to a minimum of five (5) years classroom experience.
- Knowledge of the Nova Scotia Curriculum Framework, Nova Scotia Day Care Act and Regulations, and all associated Standards.

- The Regional Manager will set priorities for the Assistant Manager and Inclusion Program Coordinator.

- Supported by the Provincial Director of Childcare when needed, staff recruitment and retention initiatives.
- Address childcare staff performance concerns or interpersonal conflicts.
- Schedule and conduct Probationary Period Reviews and yearly Performance Management Profiles for staff.
- The Regional Manager will convene periodic meetings with the Inclusion Program Coordinator (IPC) and Before and After School Program Staff, as it pertains to Inclusion programming and classroom environments.
- The Regional Manager will plan staff meetings, staff coaching/mentoring, discipline (staff performance/conduct), and/or mediation meetings.
- Maintain professional and respectful relationships with program and management staff.
- The Regional Manager, in collaboration with the Assistant Manager and Inclusion Program Coordinator, will engage in periodic one-on-one goal-setting conversations with teaching staff.
- The Regional Manager, in collaboration with the Provincial Director, will support teaching staff through challenging situations by facilitating confidential conversations and program team meetings to develop improvement strategies:
- Time and classroom/program management.
- Approach to setting classroom/program expectations, scheduling, and problem solving.
- Digital skills to facilitate online interactions with families (e.g., newsletters, digital portfolios, Lillio (Himama), social media, and/or other communication platforms. etc.)
- In conjunction with the Assistant Manager and/or Inclusion Program Coordinator, the Regional Manager will be responsible for overseeing and manage; wait list management, enrollment, file management and organization, fire/program safety, orientation of new families, licensing compliance, child room transitions, related administration, parent communications, staff orientation, and oversight on child progress reporting.

- The Regional Manager is responsible for overseeing, reviewing/monitoring any delegation of duties to Assistant Manager and Inclusion Program Coordinator.
- Ensure that program activities comply with all relevant legislation, licensing requirements/regulations and professional standards.
- Liaise with Classification services regarding any matter pertaining to an employee's classification. Facilitates the enrollment of Early Childhood Educators in provincial or educational programs or pilot programs that recognize and/or expedite ECE classification based on prior learning and work experience.
- In collaboration with Provincial Director, monitor budgets and program expenditures.
- Coordinates the linkage of program plans with budgets and ordering of supplies.
- Subsidy claim information and reporting.
- Grant reporting and management.
- Work with the YWCA Finance Department to ensure accurate billing information, accounts receivable and payables.
- Collaborate with YWCA Operations team (Human Resources and Payroll) for new hire and staff change paperwork.
- Adhering to all program financial/operational management procedures and deadlines
- Monitor systems to ensure programming best practices, quality standards, and program policy and procedure compliance.
- Oversight of staff, students and volunteers.
- Seek out opportunities for professional and personal development for staff.
- Other duties as required by Provincial Director.

Program Overview
YWCA Halifax Early Learning and Child Care programs provide safe and quality Early Learning and Child Care for children 3 months to 12 years (Before and After School care). YWCA Halifax works with families to provide reliable, safe, accessible, and quality early learning and childcare. Our Early Learning Programs provide a welcoming, culturally responsive environment for children to learn and grow to their fullest potential. YWCA Tatamagouche Early Learning Centre will provide quality care childcare services to children 18 months – 5yrs, with the possibility of Infants in the future.
Supervision and Direction Position Receives
Employee performs duties within established policy guidelines, goals, and objectives, and has primary responsibility for management of an area of work. Only the final results of work accomplished are reviewed – except during the development stages of new programs approaches or grant proposals. The employee establishes operational procedures, as needed within their area of responsibility by recommending and collaboratively developing new operational procedures as needed for approval by the Early Learning and Child Care Provincial Director and ultimately the Chief Executive Officer (CEO).
General Summary of Competencies
The Regional Manager is responsible for the overall coordination and administration of the Tatamagouche Early Learning Centre/program(s), including planning, organizing, staffing, leading, developing, assessing risk management, and supervising a team. The Regional Manager is responsible for ensuring all policies and procedures are followed. The Regional Manager contributes to the advancement and achievement of the YWCA mission, vision, values, guiding principles, strategic plan, business plan, and departmental plan.
