As the Vehicle, Equipment and Service Technician, you will be responsible for managing assigned procurement projects for new vehicles and equipment.

Working with the various user groups, you will interpret vehicle and equipment needs, create a proper technical scope of work and manage the procurement process.

This shall include conducting needs assessments, development of specifications, bid evaluations, recommendations to award contracts and contract management. You will also be responsible for providing technical support on vehicle and equipment projects. Your position will maximize value for the City of Edmonton while appropriately controlling supplier risk throughout the contract lifecycle.

Some of your major duties shall be:

  • Understand project scope, timelines, spend and budget
  • Obtain appropriate approvals from both delegated and expenditure authorities for procurement
  • Collaborate with CPSS to develop requests for proposals, evaluate bids and award contracts
  • Ensure all technical requirements and legislated codes and standards are represented in all specifications and scopes of work
  • Create KPIs and performance expectations for contracts
  • Review of current contracts and incorporation of lessons learned and changes to work for all new contracts
  • Assist in capital budget preparation and user department business cases
  • Meet with user groups to assess needs, equipment suitability, performance, safety and legislative compliance
  • Provide necessary vehicle and equipment information to Fleet Maintenance Planning, Fleet Warranty, and Finance to ensure assets can be maintained appropriately and capitalized
  • Assist in contract interpretation, warranty claims, deficiencies and components failures
  • Collaborate with Fleet Services Engineering to implement engineering report recommendations as they relate to fleet purchases
  • Contract management, contract negotiation, and contract closeout activities

Qualifications:


  • Completion of a two (2) year diploma in Construction, Mechanical or Architectural Engineering, or a related Engineering technological program
  • A minimum of five (5) years of experience in coordinating procurement activities for vehicles and equipment in a complex environment, along with specification writing and contract management
  • Must be eligible to be recognized as a Certified Engineering Technologist (C.E.T.) with ASET
  • Must possess a valid Alberta's Drivers License
  • Proven ability to meet and deal effectively with vendors, users, departmental staff, dealer and others
  • Significant communication skills, to consult and communicate with a broad variety of stakeholders
  • Demonstrated ability to research and compile information and prepare and present written reports
  • Self motivated to meet deadlines and strong organizational skills to produce accurate results
  • Ability to establish and maintain effective working relationships with engineers, contractors, consultants and other as necessitated by project assignments
  • Thorough knowledge of technical and mechanical principles and practices related to vehicles and equipment
  • Knowledge of applicable policies, standards and regulations pertaining to equipment, vehicles and services
  • Familiarity of all applicable codes, legislations, and permits as they relate to vehicles and mobile equipment such as:
  • Alberta Traffic Safety Act
  • CMVSS
  • CSA standards
  • ANSI standards
  • National Fire Protection Association Codes
  • OH&S Regulations
  • Manufacturing guidelines
  • Commercial Vehicle Inspection Program
  • Welding standards
  • National Safety Codes (NSC)

Hours of Work: 40 hours per week, Monday - Friday
The weekly hours of work for this position are currently under review and may change at a future time.

Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
