Duties:


Basic function of the position:


Job Holder serves as primary assistant and advisor to the Management Officer for contract management, When Actually Employed (WAE) employees' supervision, and general administrative support.

Serves as Consulate liaison overseeing the commercially leased annex building. Provides support and guidance to WAE Administrative Assistant/Security Escort employees. Responsible for the preparation and maintenance of the post's Duty Officer Roster and keeping the Duty Officer information up-to-date.

Job holder is a certified contracting officer's representative (COR) responsible for performing contract administration duties as assigned by the contracting officer in the letter of delegation.

A primary responsibility of the COR is to assure, through close liaison with the contractor, that the contractor accomplishes the technical and financial components of the contract.

Fulfilling these responsibilities requires a comprehensive understanding of the scope of the assigned contracts and the various technical aspects that are involved.

Job holder is directly supervised by the Management Officer.


Qualifications and Evaluations:


  • Requirements:

EXPERIENCE:
Minimum 4 years of administrative experience.


KNOWLEDGE:
Good knowledge of local business practices, resources, pricing, local contracts management best practices is required.

A general knowledge of commerce within the country, to include local contractual requirements, customs and case law as they relate to leasing and contracting is required.


  • Education Requirements:
Two years of post-secondary education/college is required.

LANGUAGE:
Fluent reading/writing/speaking English is required. This may be tested.


SKILLS AND ABILITIES:

Good oral and written communications skills are required for developing sustainable working relationships with contractors and for meeting the extensive reporting requirements.

Organizational skills are required to operate independently with limited direct supervision of day-to-day activities and to assist the contracting officer in a results-driven activity.

Tact is required in dealing with local companies and businesses; persuasiveness is often necessary in dealing with contractors to achieve acceptable completion of the contract.

Good overall computer skills (keyboarding with both speed and accuracy - 35 wpm) are required. Ability to use word processing, spreadsheets and database software is required. Good numerical skills are required for monitoring the financial aspects of the contract, pre-approving invoices. Good internet skills are required for document preparation and reporting.
