The Role


Reporting into the CIO, the Business Analyst is responsible to define the requirements for the PMS conversion project and tracking development enhancement requests through to the delivered solution, the Business Systems Analyst is ultimately accountable for demonstrating what has been delivered is what was requested.


As the PMS conversion program progresses, the Business Systems Analyst will lead the definition and tracking of appropriate metrics to guide successful delivery.


Responsibilities


The Business Systems Analyst is engaged in all project phases from inception and requirements capture through to supporting the training and implementations teams, and PMS Program Manager in delivering the agreed solution.


  • Working directly with stakeholders and the PMS project team, develop and maintain a detailed register of the intended outcomes of the project in a manner that captures information such as:
  • Who is raising each requirement.
  • Whether the requirement is mandatory or desirable.
  • Its link to the core intent of the project.
  • Balance of risk and reward for each requirement, articulated in terms such as potential cost, business or delivery impact, certainty of outcome, etc.
  • Areas where requirements conflict or are not practically achievable.
  • Any preconditions that must be met before work can start.
  • Working with relevant technical authorities, support the development of the project brief:
  • Participate in the development or delivery options or scoping decisions, based on the requirements captured.
  • Maintain the register that maps agreed requirements/specifications to final deliverables.
  • Develop testing and performance measurement/quality plans that enable the project team to measure whether the solution delivered is fit for purpose and meets the brief.
  • Support the development of the project delivery plan, in particular in identifying the people and tasks that will be needed to complete the project.
  • Assist in developing the project budget.
In addition, the Business Analyst will be expected to:

  • Provide general governance support to the project through delivery, for example supporting the PMS program and Program Manager in resolving risks or issues and ongoing stakeholder management.
  • Understand a clinical office setting including workflow and backoffice administration
  • Provide mentoring and development for project management, implementation specialists, trainers, project coordinators and the IT team
  • Identify and develop the BA techniques and toolset.
  • Champion the business analysis practice.
  • Align the business analysis framework with the project management framework.
  • Agree quality expectations.

Background, Experience and Qualifications

  • Superior handson business analysis skills with proven experience
  • Excellent oral and written communication skills, with the ability to tune style and approach to create effective relationships with a diverse range of senior stakeholders.
  • An open, questioning style with the confidence to challenge assumptions and ask "why?" constructively.
  • Meticulous and accurate, maintaining documentation to a high standard.
  • Experience in working within agile, waterfall and hybrid project delivery frameworks.
  • While not a technically focused role, confident in working with engineers and third parties covering all areas of the IT estate.
  • Strong organizational skills, with the ability to prioritize and manage a demanding portfolio of work.
  • A selfstarter, able to work at pace, proactively identify/approach key individuals and to take appropriate decisions to drive topics forward.
