Applications are invited for the position of Temporary Payroll and Benefits Technician, for the weekly hours indicated, 12 months per year, to be effective in the Spring of 2023 and until the return of the incumbent, expected in June 2024.

January 26, 2023.


Reporting to the Payroll and Benefits Supervisor, the Payroll and Benefits Technician shall have the primary responsibility for full-cycle payroll and benefits administration.


Duties will include but are not necessarily limited to:1. preparation and completion of full-cycle payroll and all related functions, which includes collection of all payroll data, reviewing and reconciling absences and time worked, tracking and calculating experience rated benefits;
2. administration of benefit plans;
3. remittance of employee contributions and employer deductions;
4. preparation of T4's and annual reports;
5. administration of the pension plan;
6. process and report Service Canada and WorkSafe BC reporting requirements;
7. provide assistance to employees regarding benefit plans;
8. provide back-up support for the other payrolls and benefits plans;
9. liaises with internal and external departments, including WorkSafe BC, Pensions BC, Service

Canada and other agencies;
10. monthly reconciliations, journal entries and billing;
11. assists with processing of working papers for general ledger accounts and providing data for external audit;
12. maintains accurate and up-to-date employee records;
13. assist with other duties in the Business Services department as required, and
14. may include review and oversight of other payrolls.


Required Qualifications and Skills:

1.

three years current experience in processing computerized payroll and all related functions in a medium to large union organization and demonstrate a thorough knowledge of the payroll process and benefit plan administration.


  • Certified Payroll Compliance Practitioner (PCP); OR successful completion of a diploma or certificate program (approximately 700 to 1100 hours of instruction) at a recognized post
- secondary institution in an accounting/payroll administration program which provides sufficient preparation and knowledge of a complete payroll process and related functions; OR an equivalent combination of education and experience.

3. experience with collective agreements;
4. advanced knowledge of relevant software programs (Excel, Word, Outlook), and experience with payroll software systems (CIMS would be an asset);
5. the ability and experience to handle a high level of confidentiality;
6. the ability to work as a team member and establish and maintain effective working relationships with district staff and the general public;
7. demonstrated excellence in written, verbal and active listening communication skills;
8. excellent organizational skills, including the ability to prioritize workloads, meet deadlines, and work independently;
9. superior math, reconciliation, analytical and problem-solving skills.
10. management experience would be considered an asset.

This position is under the classification Accountant with the rate of pay of $31.51 per hour, in accordance with the current collective agreement with the Canadian Union of Public Employees,
Local 723.
