Main Purpose and Function


Assisting and supporting the Supervisor of Aquatic Services, the Assistant Supervisor, Indoor Aquatics has responsibility for the development, co-ordination and management of multiple indoor pools.

The position manages the indoor pool's human, financial and other resources in order to enhance operational efficiencies within the framework of related Park Board and City Policies, applicable collective agreements and community partnerships.

The secondary focus for the position is to assist managing these resources on a system wide level.


This position functions as a Park Board management representative in overseeing the effective team leadership of the indoor aquatic facilities operations and is responsible for managing employees, including the hiring of staff, coaching, training and development, performance evaluation and attendance management, discipline, and representing the Employer in the grievance process up to stage 1.


Key Contacts and Reporting Relationships


The position reports to Supervisor of Aquatic Services and oversees a large team of 3 Supervisors of Large Aquatic Facilities, 6 Recreation Programmer, 17 RPT Aquatics Leaders, 18 RFT Aquatic Leaders and a large number of Aux lifeguard instructors.

The Assistant Supervisor Indoor Aquatics maintains a professional and organisational relationship with the following:

Indoor pool users, community and sporting organisations, Vancouver Recreation and Park Board staff, REFM, VCH, VSB, the general public, union, and private business.


Specific Duties/Responsibilities

  • Prepares the annual budget estimates and requisitions supplies related to work performed, analyses costs and revenues, records usage statistics and similar statistics, and prepares reports for review.
  • Directs unionized staff to oversee scheduling and schedule management, assigns work and staff schedules and manages staff directly through subordinate first line supervisors (Supervisors of Large Aquatic Facilities, Recreation Programmers),
  • Directs and evaluates the work of RFT, RPT and Auxiliary staff engaged in providing aquatic services, implementing aquatic programs and clerical support services at Vancouver Indoor Pools.
  • Hires and supervises a large number of staff who provide lifeguard, instructional, cashier and office duties, ensuring that aquatic staff are qualified as stipulated by the BC Health Act.
  • Provides coaching on a timely basis; develops goals and expectations, identifies training and development including all aspects of OH&S, technical and administrative requirements.
  • Administers provisions of applicable collective agreements, Park Board and City policies and other applicable legislation. Provides leadership in the resolution of disputes, meets with staff to resolve disputes and participates in grievance hearing at all steps of the grievance process; hears meetings at Step 1 of the grievance process.
  • Establishes and maintains communication with staff to discuss policies, administrative issues and share information, operational plans and problem solving incidents in the indoor aquatic system
  • Develops and coordinates the most effective use of the facility to ensure intensive utilization and to optimize income based on the publics' needs and aquatic facilities capabilities, and in accordance with Park Board policy.
  • Reviews and assesses the indoor pool operations through a continuous improvement lens to recommend changes in policy, services offered, equipment and facilities, implements approved policy changes.
  • Supports direct reports in the safety inspections and necessary action to correct unsafe conditions.
  • Maintains good public relations between staff and the general public and promotes cooperative relationships with organizations using Park Board facilities; interprets pool policy to all groups, as required.
  • Manages and assumes responsibility for the health and safety of staff, clients and general public using indoor pools. Ensures compliance by relevant parties and establishes leadership in risk management and relevant safety committee operations.
