    JOB SUMMARY

    The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa's Light Rail Transit Systems as a component of the City of Ottawa's overall transportation and mobility strategy. The Stage 2 Handover Unit is responsible for the effective transition from construction to operations of the Trillium Line, Confederation East and West extensions. The unit manages the Rail Activation Management Program and Rail Operational Readiness Programs which together ensure organizational preparedness for Stage 2 rail operations and provide a forum to address issues and risks at a high level. The unit is accountable to ensure the cross functional collaboration between the operator, maintainers and constructors throughout the project ensuring critical items are addressed in a timely manner and all parties are appropriately prepared for the transition to rail operations.

    The focus of the role is to act as a primary liaison with the Confederation Line maintenance team in order to support their needs for the Confederation Line expansion project, maintenance readiness, and maintenance handover. The responsible individual will provide support on technical issues and inquiries, logistics and support for track and system access, support on contractual matters including contract divergences, assistance with variations and change orders, support for maintenance access and training needs, and provide a single point of contact for all of the maintainer's inquiries. The individual will need to be skilled at coordinating technical issues across various disciplines and finding creative solutions to technical challenges. An engineering background in one of the core technical disciplines including track, stations, trains or systems is required.

    EDUCATION AND EXPERIENCE

    Completion of 4 year university degree in Civil Engineering, or other related field

    Minimum of 8 years of experience in engineering work on large-scale infrastructure projects and/ or rail transport and/or transit systems

    Desirable Qualifications:

  • Previous engineering experience in design-build environments
  • Previous experience in an operational environment
  • Formal project management training
  • CERTIFICATIONS AND LICENCES

    Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

    KNOWLEDGE

  • Railway specific engineering discipline in track, track bed, and civil and structures;
  • Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities;
  • Current codes, industry standards, and legislation and regulations including AREMA, Transport Canada standards, APTA mass transit, and RAMS;
  • Proficient in developing CAD design models;
  • Engineering safety management;
  • QA/QC procedures and processes;
  • Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction;
  • Principles of project management, including cost containment/control and reporting;
  • Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers;
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheets, word processing, e-mail and use of the Intra-Internets;
  • Protocols for responding to senior management/Councillor inquiries, conducting public consultation and preparing reports, briefing notes and other communiqués; and,
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
