Roevin is currently recruiting for a Contract Negotiation Program Lead for our government client in Ottawa, ON.This is a one year contract (fully remote and part time).

The Program management Lead is expected to have 15+ years of IT experience and preferably in IT service management and operations. The candidate is expected to have the right blend of commercial and technology skills and experience. Demonstrated past Public sector experience for projects in similar scope and size is required.
This role is focused on providing below deliverables in an accelerated timeline and thus expected to be a 1 yr term role with a part-time commitment (~40% capacity). Experience with part-time commitment on similar role with demonstrated ability to meet the deliverables and expectations in ideal.

Some of the key duties, responsibilities and deliverables are listed under
- Study the existing landscape and future landscape requirement
o Review and assessment of current sourcing delivery models, including IT contracts, financials and resource mix
o Interview key stakeholders; understand current IT and business challenges
o Conduct workshops with the various stakeholders (Functional groups and Business Units)
- Identify key high-level requirements for the technology services for each functional, and service and business tower i.e. Application Development / Application Maintenance, Testing (if or as required), Infrastructure / Ops Management, Architecture, Change Management, Management Services, Data/Artificial Intelligence/Machine Learning and other functional, and service & business towers as may be determined through the assessment
- Develop a future state model based on the stakeholder feedback
- Provide guidance to a comprehensive sourcing and procurement strategy, and recommended approach to support and realize the future state
- Gap analysis of current sourcing model versus desired future state
- Analyze risks and draft risk mitigation strategies
- Understand the constraints for change
- Capture sourcing and procurement strategy benefits; key drivers, benefit descriptions and dependencies
- Develop a high-level business case that covers potential savings and cost considerations in moving from the current state to the future state
- Develop a roadmap of next steps (in moving from the current state to future state), including steering committee, governance and core team makeup that will be required to support the procurement effort, and steps required to incorporate the future state sourcing delivery model
- Establish interim, minimum monthly in-person checkpoints with the executive team
- Present recommendations and next steps to the executive team
- Help establish the strategy and guidance to project team around direction, scope, keep program on track
- Contribute with Exec updates and presentations regarding RFP status

Qualifications and Skills
Must Have:
- An advanced level degree is required, preferably in the area of in business administration, management, information technology or a related field
- Ability to articulate and document several aspects of information into a concise, strategic and meaningful way is required
- Proficiency in communication skills and fluency in English is required

Nice to Have:
- 10+ years of experience in commercial contract negotiations and vendor management is highly desirable
- Experience in IT Service Management is highly desirable
- 10+ years of experience in IT program management is desirable
- Previous experience in providing strategic advice to (IT) executive on vendor management and strategy is desirable
