Reporting to the Director of Intergovernmental and Agency Relations, the Senior Corporate Management and Policy Consultant will:
Lead complex projects and government-wide initiatives on behalf of the City Manager, related to agency and corporation oversight, relations and governance, government-wide policy, intergovernmental relations, strategic planning, and stakeholder engagement.
Coordinate and provide oversight for major cross-cutting initiatives that may involve multiple City divisions, City agencies and corporations, and/or other governments and their agencies.
Conduct analysis and develop professional and objective strategic policy advice, comprehensive staff reports, presentations and discussion papers, and briefings for the City Manager, senior officials, the Mayor's Office, Committees of Council, and City Council.
Identify governance and policy options related to processes, structures, and management practices, and recommend changes to support management functions and improve efficiency, effectiveness, and accountability.
Manage strategic and effective relations with City Divisions, City agencies and corporations, other governments, public agencies and partners.
Identify emerging issues pertaining to the governance of agencies and corporations, public administration, operations and accountability of the City, and government relations.
Develop analysis and recommendations for the City on provincial and federal legislative changes and recommend appropriate policies or policy amendments for the City.
Support, collaborate and align to work by the unit on intra and multi-government funding and operational agreements on a variety of matters including infrastructure, housing, immigration and others.
Lead multi-disciplinary project teams and work groups, applying proven project management methodologies including full work plans, timelines, deliverables, and the management of budgets.
Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance.
Develop terms of reference and requests for proposals and manages external consultants to ensure that contractual obligations are met as outlined in a project’s terms of reference and work program.
Post-secondary education or training in public policy, planning, social science, economics, business or public administration or a related field or the approved equivalent combination of education and/or related experience.
Considerable experience in managing large and complex projects, or strategic and operational reviews within a major public or private sector organization.
Considerable experience in policy research, analysis, and development in fields related to intergovernmental relations, governance, agency and corporations, municipal finance, social and economic development, service delivery efficiency and effectiveness, and/or the operations and services of major government organizations.
Considerable experience writing reports, briefings and policy papers for senior management and elected officials that include strategic advice and recommendations on sensitive issues.
Excellent ability to develop and maintain relationships with external organizations in the context of complex intergovernmental, agency and stakeholder relations.
Ability to effectively lead project staff teams across multiple divisions, agencies and external organizations and apply project management methodologies.
Extensive knowledge of the City's legislative framework and decision-making processes.
Highly developed communications skills, both orally and in writing, at all organizational levels.
Highly developed interpersonal skills and demonstrated proficiency in issues resolution and risk management in complex, multi-stakeholder situations.
Excellent strategic, analytical and conceptual thinking skills.
Sound judgement and ability to handle matters of a sensitive and confidential nature.
