v1.1 M&S Engagement and v2.0 Land DevelopmentHighway Corridor Management is a legislated regulatory function which plays an important role in the economic development of the province and is critical to:Ensuring the safety of the traveling public – for example, by protecting against distractions and obstructions.Ensuring the operating efficiency of Public Highways.Protecting the highway corridor for future expansion.The initial release of HCMS primarily revolved around a public and employee portal interface to support the application and issuance of Highway Corridor Management permits.It was acknowledged that there were several remaining non-critical items required to fully complete the initial scope of the application.The management of highway corridors with respect to access by third parties is a critical responsibility for the Ministry.The Corridor Management group is responsible for reviewing applications from developers, municipalities, utility companies, and the general public, ensuring adherence to policies, assessing impacts on the highway system, resolving conflict, issuing permits and enforcement activities to address violations of policies.Regional Highway Corridor Management sections within the Engineering Offices are responsible for delivering the program in the field while oversight, control/management and policy development are provided by the Highway Corridor Management Section located at the Provincial office in St. Catharines.A permit or other approval may be required for the following activities affecting locations on and adjacent to Provincial Highways:Signs.Building and land use.Entrances.Encroachments (on MTO right-of-way).Utility management (on MTO right-of-way).Under the Planning Act, MTO may review the following:Severances.Official Plans/Secondary Plans.Zoning by-Laws.Minor variances.Subdivisions.Site Plans.Through the Open for Business initiative that occurred in 2010, the client met with senior representatives from the Building Industry and Land Development Association (BILD) and the Ontario Home Builders Association (OHBA).These discussions led the client to agree that the ministry would streamline the permitting process for subdivisions, implement turnaround times for permits, and improve communication.Experience and Skill Set Requirements:User Experience Designer (Task-based consultant):Demonstrated experience in communication and mediation skills with business teams and core team members to ensure client projects (products) are progressing according to schedule.Experience with strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – Discovery, Alpha, Beta, Live or similar delivery methodologies.Ability to deliver on a (project) product with a balanced team (product owner, user experience designers, developers) by participating in Agile (SCRUM) delivery methodologies.Facilitate user research and usability testing activities to produce such outputs as:User Interview Topic Maps.User Interview Scripts.User Interview Synthesis (collection, aggregation and analysis) of written observations recorded during each interview.User Research Findings Report.Strong interpersonal and negotiation skills.Strong presentation, verbal and written communication skills.Excellent analytical, problem-solving and decision-making skills.Knowledge of online collaboration tools such as MIRO, Azure DevOps, Microsoft Office 365, SharePoint Online and Microsoft Teams.Knowledge of mainstream prototyping tools such as InVision, JustInMind, Adobe Creative Cloud, Axure, Figma, Zeplin, Sketch.A team player with a track record for meeting deadlines and delivering high profile, high risk, complex initiatives.Facilitate client’s product visions by researching, conceiving, wireframing, sketching, prototyping, and mocking up user experiences for digital products.Design and deliver wireframes, user stories, user journeys, and mock-ups optimized for a wide range of devices and interfaces (universal design).Identify design problems and devise elegant solutions.Make strategic design and user-experience decisions related to core, new, functions and features.Take a user-centered design approach and rapidly test and iterate your designs.Resource Qualifications:In order to support the delivery of the listed outputs in the Deliverables sub-section, the following resource qualifications are required:Ability to work with clients to understand detailed requirements and design complete user experiences that meet client needs and vision.Extensive experience in using UX design best practices to design solutions, and a deep understanding of mobile-first and responsive design.Ability to iterate your designs and solutions efficiently and intelligently.Ability to clearly and effectively communicate design processes, ideas, and solutions to teams and clients.Be excited about collaborating and communicating closely with teams and other stakeholders via a distributed model to regularly deliver design solutions for approval.3+ years of relevant experience in participating in complex projects (products) of different sizes, ensuring alignment to plans, best practices and incorporating user-centered design processes and agile (scrum) methodologies.Experience in establishing project (product) metrics and success criteria.1-2 years of digital transformation experience to drive business digital service transformation, culture change, and improve overall customer experiences.Exceptional communication, conflict management, and time management skills.3+ years of UX design experience.Degree or diploma in graphic design.Degree or certification in usability, human-computer interaction, and technical writing a plus.Experience and/or familiarity with Google Venture 5 Day Sprints.Experience in facilitate User Research and Usability testing activities to produce such outputs as:User Interview Topic Maps.User Interview Scripts.User Interview Synthesis (collection, aggregation, and analysis) of written observations recorded during each interview.User Research Findings Report.Expertise in UX software such as JustInMind, InVision, Sketch, Adobe Creative Cloud, Axure, Figma, and Zeplin.
