The Opportunity:


The Expert, Health, Safety & Environment (HSE) - High-Risks Prevention Programs focuses on preventing potential serious injuries, illnesses, and fatalities for WSP employees and subcontractors.

High-risk Programs refer to high severity/low frequency and high frequency/low severity, and include the following:


  • Working near heavy-mobile equipment
  • Working at heights
  • Suspended loads
  • Hazardous substances/atmospheres
  • Working on or near water
  • Lone or remote work
  • Ground stability
  • Energy sources
  • Driving
  • Ergonomics


The Expert ensures that WSP's high risk programs under his/her accountability meet industry best practices, regulatory & clients' requirements, are implemented diligently, and are continuously improved in light of innovation, whether technical or managerial.

The Expert facilitates investigation and root cause analysis of high potential and serious incidents.

Corrective & preventive actions proposed by the Expert must be rooted into the applicable high-risks prevention programs and other generic processes of the HSE Management System.


The Expert is a reference for the HSE Team members & Operational Sectors; he/she must generously share his/her expertise on the content of the prevention programs and other generic processes.

The Expert must adhere to and be fluent with the following principles, on which WSP's HSE system is built:

  • WSP's HSE Management System serves as the operational framework to ensure HSE hazards are identified, and risks eliminated or mitigated as low as reasonably practicable during WSP or subcontractor activities.
  • WSP's HSE policy spells out that senior management promotes a positive HSE culture, which can only happen when employees at all levels, contractors and third parties witness that WSP's HSE Policy is translated into coherent actions:
  • Controls are selected according to the Hierarchy of Controls (HoC), aiming at eliminating the hazards, and when not possible, combining controls to minimise the risks as low as reasonably practicable.
  • The effectiveness of controls and their adherence is measured, monitored, and/or observed, not presumed
  • Employees are given the tools, resources, and training to safely do their jobs, as identified in the HoC
  • Events (incident, noncompliance, and near miss) reporting is encouraged as an opportunity to learn about the deficiencies of the controls, not as a way to find culprits
  • The HSE Team assesses the actual/potential severity and the frequency of the events. Those found significant are investigated and analysed using a robust root cause analysis process, which aims at implementing effective corrective action to eliminate the identified systemic causes
  • Employees at all levels and functions are consulted and participate in the identification of HSE hazards, as well as in the determination and effectiveness of controls
  • Managers and Leaders go to the Gemba (location of the actual work) to observe how the work is done, how risks are identified and mitigated through the hierarchy of controls, and verify with the workers if the means at their disposal are sufficient, adequate and effective
  • Contractors and thirdparties related hazards are identified and assessed; their significant risks controlled as they arise for the activities impacting WSP's employees, as they impact their own employees & other interested parties
