    WHAT'S THE JOB?

    The Fire and Life Safety Manager will be responsible for overall contractual fire prevention and life safety program, preventative and corrective maintenance and delivery of a full inspection schedule at the various armouries across Ontario. Deliver and program the educational and training component to staff and client participants of the fire safety training and the preparation updating of CFFM fire safety plans. This position will also be responsible for team members, fleet, inventory, and financial delivery of the portfolio. It may also include oversight on large scale maintenance repairs, renovation and construction projects involving fire systems on sites.

    Location: Toronto (project office out of Dennison Armoury) with travel to sites, subcontractors/suppliers and Dexterra offices.

    Responsibilities:

    • Under Direction of the Account Director, oversees and manage the Fire and Life Safety Services team and associated portfolio contract terms with Defence Construction Canada to deliver financial returns.
    • Success in managing the portfolio delivery through scheduling and performing contractual services includes Conducting Fire Alarm and Sprinkler inspections, testing, resetting and recharging of fire protection equipment such as sprinkler systems, hydrants, fire department connections, fire extinguishers, hoses and cabinets, fire monitoring towers, standpipes, fire pumps, control and operating valves, fire alarm systems, smoke/heat detectors and fire suppression systems.
    • Prepare and/or update fire prevention reports monthly to DCC and DND and audit for quality and associated repairs or contemplated projects.
    • Develop internal self delivery and optimize third party subcontractor delivery and opportunities to partner.
    • Advise DCC while liaising and support team members in their interaction with DND Officer(s) in-charge (OIC); to coordinate and conduct fire inspections and complete fire inspection reports.
    • Oversee and assign delivery of training to DND Units and to implement fire safety procedures and fire orders.
    • Prepare fire CFFM safety plans for all buildings using CFFM template, on site audits, CAD drawing updates etc..
    • Schedule and or directly deliver a program of contractual fire drills in accordance with the latest fire code per building through managing a team of Fire Inspectors, Fire Alarm technicians and Sprinkler fitters and or subcontractors as supervised and scheduled. Monitor performance and follow up on Human resource of vendor/contract performance appropriately.
    • Schedule and or directly deliver Fire Warden training including training on DND CF1416 and conduct Portable Fire extinguisher training per unit in all armouries, including both theoretical and practical trainings conducted after hours (5PM to 10PM) and on weekends.
    • Schedule and or directly deliver fire safety training to other qualified staff members
    • Review and monitor hot work permits submitted by third party contractors. Issue and delegate supervision of hot work permits for all applicable AWRs within the properties.
    • Liaise and assist DND Chief Fire Inspector and DCC representative to investigate and populate CFFM Integrated Fire Service Management and Reporting (IFSMR).
    • Liaise with municipal fire departments when needed.
    • Liaise with DND Chief Fire Inspector through DCC contacts,
    • Conduct periodic fire inspection of active construction sites associated with AWRs as well as third party contractors retained by DCC.
    • Participate in monthly occupational health and safety committees and assist DND Chief Fire Inspector on fire prevention and life safety education and fire prevention week.
    • Attend monthly meetings with the Dexterra Account Director, DCC and DND Chief Fire Inspector to update; prepare and submit a monthly report of scheduled and demand activities conducted during the month.
    • Perform other related duties as required and as assigned by Contract Representatives.
    • This role is part of an Integrated Facilities Management Solution that provides a diverse portfolio of services to our client. A requirement of this position, in addition to the duties listed above is to provide other services as required. These duties are assigned at the sole discretion and frequency of Dexterra as a strategy to respond to timelines and penalty avoidance specific to this contract. While tasks assigned will not require staff to perform tasks requiring certifications they don't hold, they will be asked to provide tasks as required to maintain a positive and supportive relationship with our client. This could be up to 20% of the job requirement in any given fiscal year.
    Qualifications

    WHO ARE WE LOOKING FOR?

    • Must hold qualifications of Fire Inspector Level 1 under NFPA 1031, and Fire and Life Safety Educator under NFPA 1035 at minimum. NFPA Level 2 preferred.
    • Knowledge of CFFA and Can UlC requirements for authorized providers of services and certification of corporate requirements
    • Requires training normally obtained through the completion of Grade 12 (technical program) or its recognized equivalent as defined by the Training Department's guidelines for the assessment of Grade 12 technical program on through to a College Diploma specific Fire and Life Safety programs.
    • Must hold a two-year diploma in Fire Protection Engineering Technician or other program or trades/management experience deemed to be equivalent
    • Minimum of 2-3 years of experience in a similar position
    • Experience inspecting Fire Systems in large building for Code compliance (e.g. emergency generators, life safety systems and substance surveys).
    • Experience reading building mechanical and electrical drawings.
    • Experience utilizing computerized database systems (e.g. SAP, CAD) and maintaining accurate records and logbooks related to fire safety code compliance.
    • Possession of a valid Ontario Driver's License Class "G" and clean driver' abstract.

    Knowledge and Applied Skills:

    • Proficient knowledge and application of the Occupational Health and Safety Act including knowledge of the National Building Code and National Fire Code.
    • Working knowledge of all related codes and regulations governing fire protection in buildings.
    • Knowledge of and the ability to test and operate fire protection equipment.
    • Ability to gain the cooperation of others in the performance of tests and checks.
    • Attention to detail required to observe and document inspection results.
    • Ability to prepare detailed reports and maintain electronic and hard copy files of working drawings, inspection reports and work in progress, all in a timely manner.
    • Excellent problem solving and investigative skills.
    • Ability to exercise sound judgement.
    • Excellent interpersonal skills with the ability to work effectively both independently and as a part of a team.
    • Excellent written and verbal communication skills.
    • Must have a valid driver's license and clean driver's abstract
    • Ability to acquire and maintain Security clearance at the Reliability Status level
