Reporting to the Director, Regulatory Affairs, the Manager, Study will be responsible for ensuring all technical project requirements for permits, licenses and regulatory agency approvals are met for all phases of the project.

This role will specifically require managing the development of technical proposals and work plans, integrating technical data into reports and studies, maintaining an integrated schedule as well as for the management and coordination of project staff, sub-contractors and internal stakeholders to ensure safe, cost effective, efficient and timely completion of the project in order to meet regulatory expectations.

The Manager will actively promote and support a strong safety culture within their department and the organization, and ensure the HSE requirements are met or exceeded.


Responsibilities:


  • Initiate, develop, implement and oversee through completion, the processes and scope for technical work programs and technical integration to ensure NWMO requirements for permits, licenses and regulatory approvals are compliant and up to date, through the life of the APM DGR Project. Provide expertise on all technical integration into the Regulatory Decision-Making Project.
  • Provide leadership to the project team to ensure integration across technical teams including engineering, geoscience, safety assessment engagement and environment.
  • Work cross functionally with multidisciplinary NWMO specialists and internal/external consultants to ensure that required regulatory submissions achieve the regulatory requirements and are submitted in a timely manner.
  • Organize and lead technical planning sessions and project coordination/integration meetings. Develop and maintain of the project definition including a process to evaluate and determine commitments to be made as part of project implementation.
  • Oversee the development and implementation of project schedules, governance and progress reports. Ensure overall project scope of services and scope of work are performed in a safe, cost effective and timely manner that meets regulatory (Federal and Provincial) requirements and expectations. Make business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with the NWMO's policies and procedures.
  • Report internally to Directors and Executive Committee Members and externally to Government regulators, reviewers, and the public on technical scope, strategic challenges and opportunities, and project updates.
  • Implement an appropriate review process for the project including internal and regulator reviews, risk reviews, and independent peer reviews, as appropriate.
  • Maintain a consistently high quality of output by planning, coordinating, managing resources, technical quality, and study progress.
  • Represent the NWMO at public commission hearings with the CNSC or other regulatory bodies, conferences and workshops, and public facing events as appropriate.
  • Manage and actively promote and support a strong safety culture with contractors and staff, and ensure health, safety and environment requirements are met or exceeded.
  • Manage and supervise a team carrying out the regulatory approvals of the work programs. Facilitate the planning and organizing of their work, giving advice, guidance and direction as necessary.
  • In conjunction with other Department staff, develop, implement and maintain detailed work methods for staff, in a working environment which is consistent with the philosophy and goals of continuous quality improvement. Act as a coach and facilitator to create and sustain a cooperative and supportive team environment, actively working with staff to provide training and empower them to attain optimal work performance with a high level of personal responsibility and selfmanagement.
  • Demonstrate openness and trust through the sharing of information, and by being visible and accessible to employees to enhance and develop their skills and provide support and counselling on career planning.
  • Make effective recommendations on human resource issues, including hiring, discharge and discipline, and effectively resolve work performance problems. Provide clear expectations and performance measures, meaningful feedback and recognize and reward achievements.
  • Plan, evaluate, and improve the efficiency of business processes and procedures to enhance quality, efficiency and output.
  • Perform other duties and responsibilities as assigned.
Qualifications and Experience


Minimum Education:

  • Bachelor's degree in Engineering, Geoscience, Science or related field; or an equivalent level of education.
  • Postgraduate degree is preferred.
