| About the role


The Policy team plays an integral role within Payments Canada, who owns and operates financial market infrastructure that underpins the Canadian financial system and economy.

Superior policy development is critical for Payments Canada to support the needs of the Canadian payments ecosystem while meeting public policy objectives.

In carrying out its mandate, Payments Canada supports government public policy objectives for the Canadian payments ecosystem of safety and soundness, efficiency, and meeting the needs of users.


The Retail and Public Policy team works with financial institutions, external stakeholders and regulators to develop rules and requirements for payments that use Canada's national payments infrastructure.

The Retail and Public Policy team is tasked with ensuring payments rules achieve desired public policy objectives, and help to establish the reputation of Payments Canada as a Centre of Excellence.

| What You'll Do


This position will be responsible for:

  • Providing high quality policy analysis including Payments Canada operated payments systems, by-laws and rules, government or industry initiatives and their implications for the Canadian payments system, emerging issues that may affect the resilience and sustainability of Payments Canada and other policy related matters arising from the operation of Payments Canada's national clearing and settlement systems;
  • Conduct research, analysis and employ public policy methodology to prepare and deliver high quality, factually accurate, succinct and informative policy papers and briefing materials to senior management and relevant stakeholders;
  • Participate on interdivisional teams, as required, providing policy expertise and sound policy analysis to audiences and colleagues;
  • Build and manage external workinglevel relationships with financial institutions, regulators and stakeholders.
| Minimum Qualifications

  • Postsecondary education in economics, political science, business administration, or relevant discipline;
  • 24 years of experience in developing and analyzing policies, preferably in the payments or financial industry;
  • Experience in disseminating policy or strategic information as part of analysis to influence or guide decision makers;
  • Ability to manage and prioritize multiple files, while completing tasks in a timely manner, and helping to drive issues to remedy or completion;
  • Excellent research, writing, and analytical skills;
  • Demonstrated ability to develop presentations and present concepts or complex analysis to technical and nontechnical audiences;
  • Experience working with internal and external stakeholders at various levels;
  • Occasional travel outside of the Ottawa/Toronto area may be required.
| Preferred Qualifications

  • Bilingualism (English/French) is considered an asset;
  • Experience in the banking or financial sector is considered an asset;
  • Background in banking, a regulatory organization, or the payments industry is considered an asset.
| Salary Range


Based on qualifications and experience:
$76,501 and $95,626.
