Summary of Duties
Reporting to the Manager, Zoning and Public Property Compliance, or the Manager, Municipal Compliance, the Right-of-Way Approvals and Compliance Coordinator is responsible for both field and office duties related to engineering, review, inspection, enforcement and record-management functions.
Reviews, coordinates, issues and inspects all work approval permits for construction and occupancy on the City's right of way. Investigates violations of Municipal By-Laws related to the Public Property Compliance service area. Ensures Municipal policies, procedures and standards are adhered to. Gathers information from other Divisions regarding projects, operations, and services and distributes information.Work Performed
Review, coordinate and issue all work approval permits ensuring all securities and certificates are in place, all drawings are approved, all agreements have been signed, and notification of work has been posted.
Ensure that all contractors, developers, and Utility Companies comply with permit requirements, terms and conditions. Give advice on drawings, plans, and regulations.
Exercise powers and perform duties under the Streets By-Law for inspection of construction and/or occupancy on, over or under the Municipal Right-of-Way to ensure compliance with the approved drawings, traffic control plans, permit conditions and restoration design standards.
Investigate complaints and infractions, take statements, prepare reports and confirm compliance of Municipal By-Laws related to the Public Property Compliance service area in response to citizen complaints and proactive enforcement protocols.
Serve summonses when required and give evidence in court related to by-law infractions.
Administer and interpret specific by-laws related to Divisional functions, such as the Streets By-law, Heavy Loads By-Law, Drainage By-law and Election Signs By-law.
Review, approve and inspect all driveway access requests and driveway widening requests, and determine ditch/culvert requirements for access in rural situations.
Review and approve move permits and water main taps.
Determine applicable assessment of storm and sanitary sewer rental charges, storm and sanitary sewer improvement taxes and water frontage charges and resolve disputes.
Prepare invoices, bills, and accounts payable vouchers for work approval permits, road allowance restoration, cost-sharing of fences, downtown sidewalk snow clearing and icicle removal.
Help coordinate Special Events liaising with other Divisions, Service Areas and contractors.
Organize the analysis, verification and extraction of engineering information in various maintenance files including sewer videos. Prepare various types of information such as maps, drawings, graphs, charts, drafts, plans and plots services.
Prepare summaries based on historical records at the request of the Legal Division.
Prepare communications for distribution. Gather data from other Divisions of the services they offer. Prepare summaries for the public and elected officials.
Represent the Building Division at Utilities Coordinating Committee (UCC) meetings.
Chair and/or attends meetings with other Divisional staff, contractors, individuals, and other agencies to plan, discuss and coordinate works effecting the Municipal Right-of-Way.
Recommend adaptation or modification to technical methods or procedures dealing with deviations from accepted standards, precedents or situations.
Build and maintain positive working relationships with co-worker, other civic employees, politicians, and the public using principles of good customer service.
Specialized Training & Licenses Skills and abilities in the following areas are necessary**:
Valid Class "G" Drivers License.
Working knowledge of civil engineering technology, construction inspection, City Standards, and practices.
Ministry of the Environment Certificate in Sewer and Watermain Construction Inspection, Sewer Design and Watermain Design is an asset.
Working knowledge of the Occupational Health and Safety Act and Regulations for Construction Projects.
Confined Space Entry Certificate and be able to use the required safety equipment is an asset.
Demonstrated proficiency in word processing, spreadsheets and various software.
