Under the direction of the Assistant Controller - Revenue, the Superintendent of Billing is responsible for the coordination and administration of the billing and adjustment operations for the department including a variety of programs and By-Law enforcement of Residential Customer Accounts; participating in departmental initiatives which impact systems and the billing process and ensuring the appropriate maintenance and implementation of systems; the detailed review and analysis of utility billing data; the coordination and administration of new programs and/or systems; resolving escalated customer complaints; and supervision of staff.


The Superintendent of Billing brings strong organizational, interpersonal and customer service skills to the Division and establishes priorities and coordinates the implementation of best practices in utility billing.

In addition, the Superintendent of Billing is responsible for ensuring that escalated customer service issues are dealt with in an effective and customer focused manner.


As the _Superintendent of Billing_
_ _you will**:

  • Coordinate the administration of Billing and Adjustment operations including By-Law enforcement and budget administration.
  • Complete detailed review and analysis of billing and account information for reporting and planning purposes and to resolve escalated customer issues.
  • Coordinate and Administer the Water Leak Credit, H2O Help to Others program, and other programs.
  • Manage the human resources within the Billing area.
  • Participate in departmental initiatives, including updates/enhancements to systems and the billing process and other initiatives as required.

Your education and qualifications include:


  • A Diploma or a Degree in Business Administration or a related field.
  • Experience supervising a large group of staff in a highvolume customer service environment.
  • Good knowledge of billing systems and practices.
  • Experience using large automated, integrated systems.
  • Proficient computer skills with demonstrated ability to operate within a Windows based environment using Microsoft Office Suite, including Word, Excel, Access, and PowerPoint.
  • Experience leading process improvement/review initiatives.
  • Effective decision making and problemsolving skills.
  • Demonstrated ability to provide technical and analytical review of processes.
  • General knowledge of budgeting and forecasting processes.
  • Demonstrated ability to work in an organized manner, set priorities, work efficiently and ensure all deadlines are scheduled and met.
  • Demonstrated ability to work effectively under mínimal supervision.
  • Ability to communicate effectively, both verbally and in writing with internal staff and external customers.
  • General knowledge of relevant legislation and municipal policies, and the ability to interpret relevant legislation.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Demonstrated ability to work under stressful conditions and meet established timelines.
  • General knowledge of the Water and Waste Department's functions and bylaws.
  • General knowledge of collective agreements in effect for the Departmental employees.

Conditions of employment:


  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Must possess and maintain a valid Class 5 Manitoba Driver's Licence.
  • Able to obtain and maintain a Special Constable Status within 6 months.
