The Program Manager must work proactively to ensure there is an efficient process in place to receive, review and refer files in a timely manner.

The position ensures that referrals from Police and Law enforcement file investigations for civil forfeiture consideration are in full compliance with Police and Law enforcement agencies policies and procedures and that these referrals meet the criteria expected by the CFO for acceptance.

The position works closely with the Law enforcement agencies senior management and police officers in the field to adhere to policy and maintain confidentiality with respect to completed and on-going criminal investigations.

The position must work closely with senior management to address and help mitigate timing issues relating to the referral of assets for forfeiture by the Police and Law enforcement agencies to the crown or the CFO.


Job Requirements:


  • Extensive law enforcement experience (a minimum of 10 years) working directly within a law enforcement agency in B.C. of which at least 5 of those years involved working within a specialized section or in a leadership role.

Preference may be given to applicants that have one or more of the following:

  • Experience researching, analyzing, developing, and writing briefing notes or police file information summaries for a senior manager or officer.
  • Experience analyzing and evaluating program performance, which may include leading and implementing change management methodologies to improve operational outcomes for a business unit or agency.
  • Experience with program analysis and project management which may include acting as team commander, primary investigator, or file coordinator on complex police investigations.
  • Experience leading teams and committees involving internal or external stakeholders, which includes senior executives and managers; and developing and providing options and policy recommendations to enable decisions. This may include leading a specialized team of police officers and providing recommendations to senior management to achieve required investigative and/or policy outcomes.
  • Experience working with senior level government or banking officials or directly with positions holding a senior rank.
  • Experience working in close cooperation with other law enforcement agencies in an integrated unit.
  • Experience in criminal law, specifically the Criminal Code, The Controlled Drug and Substances Act and the Cannabis Act or Cannabis Control and Licensing Act.
  • Experience working with the CFO or with the civil forfeiture process in Canada.
  • Experience conducting police criminal investigations, specifically drug, offence related property and proceeds of crime investigations. Experience with RCMP policies and procedures gained while working for the RCMP within the past 5 years.

Proviso/Willingness Statements:


  • Must continuously maintain successful completion of security screening requirements of the RCMP.
  • Must continuously maintain approval by the RCMP to operate, unescorted, within their secured buildings and access secured information.

About this Position:


This Program Manager (PM) Position is the RCMP PM HQ liaison position in Surrey, working with the BC Federal Serious and Organized Crime (FSOC) Asset Forfeiture Unit (AFU).

An eligibility list may be established to fill future temporary and permanent vacancies.
