Main Purpose and Function


The property tax data and operations specialist provides support with the municipal billing software (primarily Tempest currently) and related software infrastructure upgrades including planning, prioritizing and testing Tempest enhancements.

A key function of this is to continually ensure that technology is utilized efficiently in all areas of the department.

Another key function is to ensure ongoing smooth integration between all billing software modules, including but not limited to Vacancy Tax, and Ticketing


Specific Duties & Responsibilities

  • Leads, consults and participates in business process reviews of all the Revenue Services functions
  • Develops future state recommendations and builds implementation plans for optimizing IT solutions
  • Crossfunctionally engages with various business units and departments in evaluating and updating value streams and processes as determined required or advisable
  • Collects and analyzes data to complete a current state analysis and to optimize solutions
  • Identifies implications and makes recommendations for changes in processes and procedures that may impact on operational areas as well as staffing workloads, working conditions, and changes to position responsibilities, job descriptions or staffing levels
  • Plans and perform ongoing and regression testing of Revenue Services technology system changes, enhancements and upgrades
  • Reviews business process documentation of all Revenue Services Functions
  • Leads the development of Business Intelligence Reporting platform for Property tax, Utilities, Ticketing and in other functional areas as appropriate and required
  • Continually assesses technology investments considering dynamic business conditions and recommends any required changes to tactics or strategy.
  • Actively leads market identification, evaluation and selection processes related to new and future Revenue Services technology requirements.
  • Builds financial models that accurately project the total cost of ownership for various business technology alternatives.
  • Proactively partners with other Municipalities to share best practices in Revenue Services software
  • Plans and coordinates all testing and validation activities for new and existing technology services.
  • Plans and coordinates technology implementation projects.
  • Collaborates with broad, multifunctional project teams to maintain clarity of objectives and alignment on implementation plans.
  • Presents technology alternatives and recommendations to leadership as required
  • Contributes to project management activities such as: scoping and estimating project efforts, identifying risks and recommending mitigation measures, communicating activity status, as well as escalating and communicating possible issues
  • Other related duties as assigned

Qualifications

Education and Experience:

  • Diploma in Business/Public Administration, Commerce or equivalent combination of education and experience applicable to Revenue Services.
  • A minimum of three years' experience in business process review and reengineering techniques
  • Experience in software for property taxation, utilities, ticketing, and auditing of such systems

Knowledge, Skills and Abilities:

  • Strong understanding of property tax systems, processes and applicable legislation including the Vancouver Charter
  • Detailed knowledge of business practices in effect at other local and more senior governments, and in private industry.
  • Thorough understanding of property taxation legislation and administration
  • Highly analytical thinking
  • Superior research and organizational skills
  • Excellent verbal and written communications skills along with proven presentation skills across all levels of the organization.
  • Ability to think innovatively, solve complex problems and present solutions in clear and compelling terms
