The Team Leader, Operational Airworthiness is responsible for supporting investigations and other duties related to the Safety Management System (SMS) and Quality Assurance (QA) program within ACM.

The incumbent ensures compliance with policies, processes, standards and the CARs through the evaluation of personnel, front line oversight and work performed.


Accountabilities:


  • Conduct Quality Control program functions, inspection procedures and techniques, and assists with resolution of discrepancies found during inspection;
  • Ensure assigned personnel are aware of and following company policies, procedures and standards as well as customer and regulatory requirements;
  • Conduct quality standdowns in conjunction with the production management within the assigned work areas where findings of noncompliance or safety hazards warrant;
  • Provide support of investigations resulting from any quality escapes, incidents, accidents or reported hazards through the QA/SMS program;
  • Ensure that any contracted maintenance organization working within Air Canada facilities are suitably rated and hold the necessary regulatory approvals prior to the work being performed;
  • Ensure work performed by contracted organizations within Air Canada facilities is documented correctly and performed by capable and qualified staff;
  • Ensure technical data which is provided to production personnel is relevant and current for the work being performed;
  • Monitor the embodiment of major modifications to ensure Major Repair or Major Modification Reports (ACF1045) have been documented correctly;
  • Make recommendations to the Manager, Quality assurance and SMS program where improvements to the quality system can be attained;
  • Monitors inspection equipment and special aids used in the inspection functions are properly maintained and calibrated;
  • Support Air Canada's Safety Management System by conducting assessments, risk assessments and investigations.
  • Promotes Air Canada's Safety management system programs and enforces the observance of all safety precautions related to the duties of the production personnel;
  • Provide daily direction to Process Auditors (PA) and ACM trainers in the assigned production areas;
  • Responsible for the inspection and quality assurance activities to ensure conformity to ACM, customer, and regulatory standards;
  • Monitor compliance with documented processes and deferrals, either by sampling deferral levels or by following specific requirements established by customers;
  • Assist in the resolution of conflicting opinions related to the airworthiness of any aeronautical product, with process redesign team initiatives and with the maintenance and inspection in carrying out their roles and responsibilities and supporting them in the resolution of airworthiness issues;
  • Participate in assigned audits and follow up on corrective actions with all business units;
  • Participate in the development and delivery of inspection procedures and training programs;
  • Carrying out maintenance error, incident or airworthiness concerns investigations;
  • Assist, as required, in the delivery, the import and export of new and used aircraft as required
  • Support Certificate of Airworthiness and Certificate of Registration issuance thorough technical record reviews, CAR reviews and correspondence with Transport Canada.

Qualifications

  • Must hold a valid Aircraft Maintenance Engineer (AME) or equivalent
  • Strong knowledge of applicable safety, environmental and other regulatory standards and policies; includes the requirements to maintain a Maintenance Policy Manual.
  • Ability to work in a team concept as facilitator, focus on the team success.
  • Sound technical and working knowledge of processes, procedures and Information Technology Systems relative to the specific work area.
  • Good verbal and written communication skills.
  • Demonstrated ability to lead/coach others with regulatory responsibilities.
  • A developed entrepreneurial spirit, good judgment and a superior sense of initiative.
  • Shift work may be a requirement for this position.
  • Formal training in Quality Assurance and Safety Management System an asset.
  • Thorough understanding of Line Maintenance operations and aircraft maintenance procedures an asset.
  • Proficiency with PC (Word, Excel and Power Point) an asset.
  • Project Management Skills an asset.
