Purpose:


The Manager, Building Automation System (BAS) & Controls role is responsible for managing the maintenance, repair, upgrades, recommissioning, projects, and asset management of all instrumentation and controls necessary to operate the heat, ventilation, and air conditioning (HVAC) and building automation systems across the University for over 100 multi-discipline & multi-storey buildings while being fiscally responsible for related budgets.

A key focus for the highly technical role is on continuous improvement initiatives to improve energy/utility use & efficiency without compromising user comfort.

The role identifies and promptly works with necessary parties to immediately remediate operations problems resulting in health and safety issues, occupant discomfort, excess utility usage, and Greenhouse Gas (GHG) emissions.

As the role is the primary technical Subject Matter Expert (SME) to units within Facilities Services for HVAC.

In conjunction with the Energy Projects Engineer, the role monitors energy/utility consumption within buildings, identifies and examines consumption and prepares remedial measures.

The Manager, BAS & Controls is also responsible for comprehensive aspects for the necessary instrumentation, controls, programming, and associated electronics used in the operation of the Building HVAC Systems including programming, troubleshooting, ongoing recommissioning, tuning, setup, repair, & replacement.

Also includes monitoring temperature probes, pressure sensors, digital meters & gauges, valve positioners & actuators, damper controls, thermostats, variable air volume (VAV) Boxes, and variable frequency drive (VFD) controls.

The Manager, BAS & Controls engages in constant and direct contact with the Chief Operating Engineer, the CUB Control Room, the Work Control Center, and Property Management staff


Education:

A minimum of an Engineering Technician/Technologist diploma.
A current, valid Ontario Trade Certification is an asset. A strong background in institutional HVAC Operations, inclusive of energy use and energy management is required.
Class 'G' driver's license, in good standing, is required.
Courses taken in Building Science and Refrigeration are an asset.
A valid licensed professional engineer in the province of Ontario is an asset. Certified Energy Manager (CEM) or willingness to obtain a CEM certification upon request is required


Experience:


A minimum of six (6) years recent and directly related supervisory experience in the building maintenance field, engineering or equivalent required.

Experience supervising in a unionized environment is preferred.
Experience planning, initiating, managing, and monitoring a wide variety of complex and sensitive projects.
Experience with integrated building controls linked into centralized networks is required. Experience in an institutional setting is preferred.
Experience providing on-site commissioning and technical assistance is an asset.


Skills:

Effective interpersonal skills, including flexibility, discretion, tact, and judgment. Demonstrated ability to work independently while also working effectively with multi-disciplinary project teams. Ability to read and understand construction drawings, documents, interpret blueprints and technical manuals.

Demonstrated ability to provide a consistently high level of service to clients and stakeholders to effectively address issues with clients in the York Community.

Effective project management, commissioning and troubleshooting skills related to HVAC controls, equipment, and instrumentation. Ability to respond and adapt effectively to a changing, high-pressure environment. Able to demonstrate problem-solving expertise for electronics, programming, HVAC systems, building automation systems, metering systems operation, and network connections.

Ability to monitor several types of systems, analyze problem situations and use good judgment to devise creative solutions and provide recommendations to senior management.

Effective communication skills when interacting with senior management, clients, contractors, and trades. Ability to effectively communicate diagrammatic, complex technical designs and solutions to both technical and non-technical staff. Able to effectively present and discuss complex issues.

Knowledge
Knowledge of server-based systems on various operating platforms, network configurations, communication protocols, and the interconnectivity of such systems.

Comprehensive knowledge of engineering, energy and sustainability principles and practices as applied to the planning, design, construction, and maintenance of building infrastructure and systems.

Strong knowledge of Building Automation systems, Energy Management software and mechanical meters such as Metasys and ION. Sound knowledge and commitment to healthy and safe work practices.
