    Description
    The Manager, Human Resources is responsible for the development and management of Human Resource services for the Municipality, providing proactive leadership, guidance, and support. Areas of responsibility include employee and labour relations, recruitment and selection, performance management, Human Resources policy and procedures, organizational development, corporate training, collective agreement administration and bargaining, compensation administration, and Health and Safety.

    Compensation
    $109,178 - $127,723 per annum

    Qualifications
    • Post Secondary education in Human Resources; University degree preferred; Certified Human Resources Professional designation (CHRP) required; Certified Human Resources Leadership (CHRL) designation preferred.
    • Minimum of seven (7) years' experience as a Human Resources generalist; experience in a combined unionized and non-union environment would be preferred.
    Responsibilities
    • Provide consultative guidance to Management, Council and employees regarding Human Resources ("HR") matters, best practices, employee and labour relations, legislation, and policies.
    • Develop, evaluate, monitor, implement, and update the Human Resources Policies and Procedures, to incorporate best practices and in compliance with all Federal and Provincial employment standards and regulations, collective agreements, and arbitral jurisprudence.
    • Lead, participate in and / or oversee the full-cycle recruitment and selection process, provide guidance and assistance to Management, and ensure all steps of the recruitment process are in compliance with Collective Agreements, policies and legislation and supports the hiring of the most qualified candidate for the position.
    • Lead and / or support employee on-boarding and orientation of new employees to the workplace, ensuring issuance of training, information, communications, and completion of employee records for payroll.
    • Manage the performance management program, provide advice and assistance to Management on setting employee objectives, performance issues, disciplinary matters and the development of performance improvement plans, training and development plans for employees.
    • Coordinate, recommend, and implement corporate and leadership training and development programs; work with Management to develop succession planning opportunities for employees.
    • Lead and maintain the Municipality's job evaluation program and Pay Equity compliance in a consistent and equitable manner; interpret and apply job evaluation and compensation administration policies; evaluate, assess, and determine placement of positions on the compensation structure and / or job classification; communicate job evaluation decisions; update records: job evaluation, compensation, job description and organizational structure.
    • Manage compensation administration for all employee groups and Council, update compensation structures following job evaluation changes, economic adjustments, minimum wage increase, and market compensation reviews; analyze and recommend best practices; oversee / update all associated records.
    • Provide coaching, guidance and support to Management on organizational design and development, and the needs of the department for efficiency and effectiveness.
    • Responsible for Employee absence management, including Short Term and Long Term Disability. Establishes return to work policies, modified work accommodations and supports the administration in conjunction with the Payroll and Benefits Administrator.
    • Responsible for the WSIB portfolio including injury intervention, prevention initiatives, accommodations and return to work. Supports the administration requirements of the program in conjunction with the Payroll and Benefits Administrator.
    • Provide recommendations to Management on benefit changes and work with the Payroll and Benefits Administrator and Benefits Consultant to implement benefit changes, employee communications and records management.
    • Provide supportive leadership in Collective Agreement negotiations; work with the union and management in applying the terms and conditions of the Agreement, provide advice regarding the administration of the Collective Agreement; assist with conflict resolution; participate in grievances, mediation and arbitration; ensure record keeping, follow-up activities and communications are completed. Represent, in conjunction with legal counsel, if necessary, the Municipality in Labour Relations Board hearings, other tribunals or legal proceedings pertaining to the human resources department.
    • Provide support and guidance to Management on employee and labour relations issues, assessing risks and obligations; assist with workplace conflict resolution, disciplinary letters, conduct disciplinary and termination meetings, prepare severance calculations, communications, and ensure proper documentation.
    • Provide advice, assistance and /or lead the investigation of issues such as: absenteeism, Workplace Harassment and Discrimination, the Human Rights Code, and Workplace Health and Safety.
    • Direct and provide leadership to direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities. Ensure focus is on service excellence, communication, transparency, innovation, data integrity and workflow efficiencies.
    • Develop, manage and administer the annual operating and capital budget for the Human Resources division, in support of Council's objectives, financial transparency, and accountability; monitor expenditures against plans, identify and explain variances, effectively manage the budget in compliance with corporate financial policies. Authorize and administer the acquisition of goods and services for the division and direct reports in accordance with the procurement policy and procedures.
    • As Co-Chair of the Joint Health and Safety Committee (JHSC), lead the Corporate health and safety program / meetings, develop and implement safe work policies and procedures.
    • Oversee the control and maintenance of Human Resources records and employee confidential files and records.
    • Participate in various Corporate Human Resources projects; attend meetings and prepare reports as required.
    • Maintain up-to-date knowledge on Human Resources new trends, processes and technologies, through personal research, networking and attending conferences and courses.
