OPERATIONS:
Financial Services Department


HOURS OF WORK:8:30 a.m. to 4:30 p.m., five days a week, Monday to Friday inclusive and attendance at meetings as required.

GENERAL STATEMENT OF DUTIES:


SUPERVISION:

The Manager of Finance shall report directly to the Chief Financial Officer.


MAJOR DUTIES AND RESPONSIBILITIES:


  • Provides day to day supervision and coordinates the activities of divisional personnel engaged in payroll, accounts payable, accounts receivable, utilities, cash receipts, reception and clerical duties.
  • Works closely with staff and ensures that requirements are met with respect to administering the City's property tax system, including balancing the tax calculation, issuing tax notices, reconciling the ledgers, handling public enquiries, making adjustments, paying out funds collected on behalf of other jurisdictions, claiming homeowner grants from the Province and preparation for tax sale and follow
- up.

  • Ensures the integrity of the General Ledger including the integration of other finance data into the financial system.
  • Prepares annual financial statements and all associated working papers and documentation, to standards required by municipal auditors. Participates in annual audits as one of the key contacts for auditors.
  • Prepares financial reports and statistics for outside agencies, regulatory bodies, and other levels of government.
  • Maintains cash flow projections and monitors bank transactions including bank reconciliations and maintenance of investment of surplus funds and arrangement of shortterm borrowings.
  • Reviews monthly financial records, reconciles accounts and makes adjustments as required. Discusses budget variances with management and recommends courses of actions for variances and takes necessary action as directed.
  • Prepares, analyzes and distributes financial information on a regular basis.
  • Assists the Chief Financial Officer and when assigned leads in developing, preparing and implementing accounting, financial and budgeting systems and policies and procedures.
  • Maintains the tangible capital assets records and system in accordance with PSAB regulations.
  • Manages the City's Asset Management Program.
  • Manages the City's Procurement, including preparation of Request for Proposals.
  • Provides a high level of customer service to requests for information, advice and direction from external and internal clients.
  • Assists the Chief Financial Officer in preparation of the City's operational and capital budgets. Maintains accurate budget records in the City's financial system.
  • In the absence of the Chief Financial Officer, assumes the responsibilities of that position.
  • Performs other duties as may be required from time to time by the Chief Financial Officer.

QUALIFICATIONS, SKILLS & EXPERIENCE:


  • Professional Accounting Designation is preferred or a combination of relevant education and experience in Financial Services may be considered.
