Job Purpose


The QHSE Specialist is responsible for the further development, continuous improvement and maintenance of the Commissionaires quality and safety programs.

The QHSE Specialist is responsible for the implementation of QHSE initiatives in alignment with the goals of the organization.


Primary Responsibilities

  • Lead and oversee all aspects of quality, health, safety, and environmental programs to maintain full compliance with applicable laws and regulations as well as internal and external business requirements
  • Liaise, support, influence, coach, and mentor all employees including management toward the strengthening of a balanced and effective safety culture
  • Develop and work with the Learning and Development Department to facilitate ongoing training for new and current employees of Commissionaires
  • Southern AB related to quality and safety management
  • Keep up to date with any OHS and WCB changes that occur in Alberta and develop procedures based on regulatory requirements ensuring compliance with changing laws
  • Conduct/Review job site inspections, internal audits (including COR and ISO 9001/14001), hazard assessments (formal and field level) and deliver safety training as needed
  • Lead and review incident investigations including recordable incidences, near misses, first aids etc. for accuracy of root cause
  • Evaluate and implement corrective actions to remedy root cause identified
  • Develop, prepare, and present regular updates to Regional Managers and the Executive on key QHSE performance indicators
  • Maintain and review QHSE statistics such as monthly/quarterly KPI's and prepare quarterly board updates
  • Review the yearly KEI plans to ensure projects/key tasks are actioned and targets/goals are met
  • Provide requested/relevant safety and quality information, data or statistics and prepare responses as required for client RFP's (Request for Proposals)
  • Analyze incident and near miss trends to identify emerging issues and recommend corrective actions
  • Create and issue regular safety communications, bulletins or lessons learned reports
  • Serve as the QHSE specialist for hazard identification and analysis, management of change, and incident investigation
  • Serve as the main point of contact for the management of company WCB program, provide assistance, expertise and mentorship to the QHSE Administrator on current claims management
  • Review WCB account performance, assist in reviewing files and identifying claims eligible for cost relief or manage claim appeals where applicable
  • Complete quality and safety audits and assist/support QHSE Administrator with maintaining all company 3rdparty quality and safety accreditations
  • Work closely with QHSE Administrator, assigning tasks and meeting regularly to ensure deadlines are met. Provide assistance to the QHSE Administrator position and support administrative duties when required, providing ongoing coaching and mentorship
  • Work with Regional Managers, Client Service Managers, Field and Site Supervisors and other field staff to schedule safety meetings, to ensure compliance to audit requirements and to promote continuous improvement
  • Other QHSE related duties as assigned

Education / Qualification Requirements

  • University degree or equivalent certification and experience in Occupational Health and Safety Management
  • Minimum seven (7) years verifiable experience in QHSE program development and implementation or similar role
  • Training specific to health and safety management; Canadian Registered Safety Professional (CRSP) is ideal
  • AASP Internal Auditor and ISO 9001/14001 Internal Auditor considered an asset
  • Minimum five (5) years' experience with WCB claims management
  • Class 5, non GDL with clean drivers abstract

Knowledge Requirements

  • Broad knowledge in risk identification, assessment, and control
  • Incident investigation and root cause analysis training and experience
  • Thorough knowledge of provincial and federal safety regulations, Workers Compensation (including strong knowledge/experience on cost relief/appeals), Return to Work programs and industry best practices
  • COR and ISO 9001/14001 audit experience
  • 3rd party accreditation program experience such as ISNetworld, Avetta, Contractor Check and Comply Works
  • Previous security industry experience woul
