Overview:

Reporting to the Manager, Strategic Planning & Workforce Development, the Supervisor, Divisional Training & Development you will be leading the learning needs assessment, design, development, delivery and evaluation of training initiatives and programs for the Municipal Licensing and Standards division.


Major Responsibilities:


  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides customer service and trainingrelated support to Municipal Licensing and Standards employees and managers (including but not limited to scheduling, calendar, course content, and other logístical issues).
  • Gathers and analyzes data on staff training evaluations to improve technical training and employees' skill acquisition.
  • Oversees quality assurance as it relates to the design of training programs, documentation and related materials ensuring they meet the Division's high standards.
  • Supervises the maintenance of training records for Municipal Licensing and Standards staff.
  • Supervises training projects and completes deliverables on schedule and within budget.
  • Builds relationships with external training service providers to supervise peaks and valleys of training schedule. Sources external resources to staff for the peaks.
  • Prepares call documents (i.e. Requests for Proposals and Requests for Quotations) for training services in coordination with PMMD staff, evaluates vendor submissions, recommends award of contracts and coordinates the execution of agreements with vendors.
  • Monitors vendor performance to ensure training services are carried out in accordance with the specified terms and conditions and authorizes payment to vendors within delegated signing authority.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Supervises, coordinates, motivates and trains operational/assigned (division) staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Key Qualifications:


  • Postsecondary education in Adult Learning, Human Resources, Education, Computer Science, Information Technology Management, certificate in Training and Development, eLearning, Database Management, or the equivalent combination of education and related experience.
  • Considerable experience working with a sophisticated electronic learning management system(s) supporting a large and complex workforce
  • Experience developing learning implementation strategies and launching Learning Management Systems encompassing learning administration, complex reporting, certification, competency management.
  • Considerable experience with eLearning authoring and design tools such as Articulate 360, Lectora and GoAnimate (or other applicable emerging learning technologies and design tools).
  • Considerable experience providing consultation and solution generation with sophisticated client groups to develop and implement technology enabled learning solutions
  • Experience with the implementation of large scale, compliancerelated programs that require reporting
  • Experience facilitating working groups and managing multiple high priority tasks concurrently
  • Experience in stakeholder management and partnership development based on effective relationship management to achieve mutual goals and objectives
  • Ability to work in teams and interact and communicate effectively with all levels of the organization.
  • Sound knowledge of principles and practices of learning needs assessment, curriculum/course design, delivery and evaluation of classroom based learning and/or eLearning
  • A thorough knowledge of employment and related legislation such as Labour Relations Act, Occupational Health & Safety Act, Workplace Safety and Insurance Act, Human Rights Code, Employment Standards Act with demonstrated experience interpreting collective agreements, organizational policies and human resources practices.
