Position Overview:
The Manitoba health system has seven health service delivery organizations (SDOs) across the province to serve the health needs of our population including CancerCare Manitoba, the Northern Regional Health Authority, the Interlake Eastern Regional Health Authority, Southern Health-Santé Sud, Prairie Mountain Health, the Winnipeg Regional Health Authority and Shared Health.
We have opportunities for change clinical leads across Manitoba in our various SDOs who will enable health-care system alignment by leading the coordinated planning and integration of patient-centred health services to ensure consistent high-quality patient care as defined by Manitoba's Clinical and Preventive Services Plan.
Change clinical leads will influence health service providers within the SDO to implement care pathways that effectively serve Manitoba's population.
Reporting to a regional lead in a service delivery organization (SDO), the change clinical leads will:- Work with provincial clinical planning teams to lead and coordinate the implementation and monitoring of clinical changes directed by the provincial clinical planning process in support Manitoba's Clinical and Preventive Services Plan (CPSP) and guided by Manitoba's Quality and Learning Framework
- Lead and coordinate the planning and implementation of clinical changes in diverse area of health services as directed by SDO leadership to improve clinical quality
- Lead and mentor assigned SDO resources tasked with local and provincial implementations.
- Identify positive changes related to models of care to the appropriate provincial clinical teams
- Identify potential provincial clinical quality and continuous improvement opportunities to senior leadership
- Change clinical leads support diverse projects and initiatives for health system improvement across specialties such as:
- Emergency / Critical Care / Trauma
- Surgery / Anesthesia
- Maternal & Child Health
- Acute Medicine / Cardiac / Renal
- Primary and Community / Continuing Care
- Mental Health & Addictions
- Chronic / Complex Medicine
- Cancer / Palliative Care
- Seniors / Rehabilitation
Experience:
- 7 years of progressive experience implementing clinical health services changes, involving health services leadership
- 7 years of experience providing health services to urban, rural and/or remote populations across one or more areas of clinical health care
- 3 years of experience leading and coordinating systemic improvements with health services
- 3 years of experience in business analysis developing business cases justifying clinical changes to senior leaders
Education (Degree/Diploma/Certificate):
- Postsecondary degree in a related field such as health sciences or health administration from an accredited education institution
- A postgraduate degree is an asset
- Certificate in quality management and/or patient safety from an accredited institution such as the Canadian Patient Safety Institute is an asset
- An equivalent combination of education and experience may be considered
Certification/Licensure/Registration:
- Active member in good standing of an associated regulatory body as appropriate
Qualifications and Skills:
- Demonstrated senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
Physical Requirements:
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg
- Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled
- Travel throughout the province requiring a valid Manitoba driver's license and use of a personal motor vehicle
Please note that an employee is not permitted to hold two or more positions across the WRHA legal entity that combine to equal more than 1.0 EFT.
The WRHA legal entity includes Churchill Health Centre, Deer Lodge Centre, Grace Hospital, Middlechurch Home of Winnipeg, Pan Am Clinic, River Park Gardens, Victoria General Hospital, WRHA corporate programs, and WRHA community health services.
